Not exactly. The May 2024 headline “Donald Trump Says He’ll Stop All Electric Car Sales” was later clarified: the specific comment at issue can be read as referring to Chinese electric vehicles made in Mexico for the U.S. market—not a ban on every EV sale. Trump separately called for ending an “electric vehicle mandate,” and later federal actions addressed energy policy and automobile imports through distinct mechanisms. A tariff or a change in federal policy is not, by itself, a prohibition on buying electric cars.
What did the original “stop all electric car sales” headline refer to?
On May 28, 2024, Bradley Brownell’s article, originally published by Jalopnik and displayed on Gizmodo, ran under the headline “Donald Trump Says He’ll Stop All Electric Car Sales.” Its displayed update clarified that the specific comment reported by The New York Times could be interpreted as targeting Chinese EVs built in Mexico for the U.S. market. That clarification matters: the headline’s broad wording should not be treated as proof that the particular remark proposed stopping every electric-car sale. Read the May 28 article and its clarification.

What did Trump say about Chinese-owned factories in Mexico?
A separate, later source helps show the context for the Mexico interpretation. At a campaign rally in Novi, Michigan, on October 26, 2024, Trump spoke about what he described as “massive factories in Mexico” owned by China and said they would send cars across the border. The Roll Call / Factba.se transcript records him saying, “And do you know who owned them? China. And they were going to flood our country with cars from just across the border.” He later said, “I’m going to put tariffs on those cars, and those cars will never be able to pay the tariff because it would be too high.” Read the October 26 rally transcript.

Those lines document Trump’s account and proposed response; the transcript does not independently establish the factories’ ownership, plans, or whether any facility was canceled. The specific mechanism he described was tariffs on the cars he associated with the factories, with the intended result that they would not be sold in the United States. A tariff raises the cost of covered imports; it is not the same legal action as banning all EV sales.

Was the “EV mandate” comment a separate, broader statement?
Yes. In a separate passage at the same October 26 rally, Trump said he would end what he called an “electric vehicle mandate.” That was broader campaign rhetoric about government policy, not the same statement as his remarks about “those cars” from Mexico. Keeping the two passages separate avoids turning a proposed tariff on a described import stream into a claim that he had announced an across-the-board EV sales ban.
What federal actions followed?
After taking office, Trump issued two actions relevant to the distinction between EV policy and import tariffs. Their stated scope does not amount to a blanket prohibition on electric-car sales.

| Action | What it did | What it did not establish |
|---|---|---|
| January 20, 2025 executive order, “Unleashing American Energy” | Stated a policy to eliminate the EV mandate and promote consumer choice. It also directed agencies to pause disbursement of specified funds under the Inflation Reduction Act and infrastructure law, and to review programs. | The order’s stated policy and agency directions are not a general ban on consumers buying EVs. |
| March 26, 2025 automobile-import proclamation | Set a 25 percent tariff on specified imported automobiles beginning April 3, 2025, with exceptions and related conditions in the proclamation. | It did not make every vehicle subject to identical treatment or prohibit all electric-car sales. |
The details and scope are in the January 20 executive order and the March 26 automobile-import proclamation. The proclamation concerns specified automobile imports, not a general rule that no one may sell or buy an EV.
Why the distinction matters to drivers and automakers
A proposed import tariff, a government policy about EV mandates, and a sales prohibition have different effects. A tariff can change the cost or commercial viability of vehicles within its coverage; a policy directive can affect federal programs or rules; a sales ban would directly prohibit covered sales. Neither the May 2024 headline nor the later actions cited here should be used as shorthand for a universal EV sales ban.

The May article also quoted Ford Motor executive chair William Clay Ford Jr. discussing the difficulty of planning amid political shifts. At a Detroit Free Press event, as reported by The New York Times, he said: “Our time frame as a company, our planning time frame, is a lot longer than election cycles,” and, “When we’re whipsawed back and forth by politicians that becomes really difficult for us.” Those remarks speak to planning uncertainty; they do not establish the scope or legal effect of any particular policy.
