Did Trump Roll Back China Tariffs? What the September 2026 Deal Covers

The U.S. and China recommended more favorable tariff treatment for selected goods worth about $30 billion in each direction. The announcement does not establish a general tariff rollback or confirm every change is in force.

Not across the board. The September 2026 announcement recommends more favorable tariff treatment for selected non-sensitive goods worth about $30 billion in each direction. The White House says the countries will consider the recommendations under their own laws and processes; its announcement does not establish that every listed tariff cut is already in effect.

What the September announcement actually says

On September 27, 2026, the White House released the U.S.–China Board of Trade’s “30-FOR-30” product lists. Two days earlier, a White House fact sheet said the countries had reached consensus on recommendations covering $30 billion of non-sensitive goods in each direction. The figure is the stated value of goods under consideration—not a confirmed amount of tariff savings. White House fact sheet · White House release

The release describes recommendations for reciprocal treatment and says each country will consider the listed goods “consistent with their respective domestic laws and processes.” That is a limited trade thaw, not a general repeal of tariffs on Chinese or U.S. goods.

Which goods are on the lists?

Why this is not a blanket end to the trade war

President Trump and President Xi established the Board of Trade during Trump’s May 2026 visit to Beijing, according to the Office of the U.S. Trade Representative (USTR). The September recommendations followed Xi’s visit to Washington. USTR describes the board as a way to manage trade in non-sensitive products. Ambassador Jamieson Greer said the goods “could benefit from more favorable tariff treatment in the future”—language that likewise describes potential future treatment, rather than completed rate changes. The USTR’s tariff-actions index tracks earlier steps, including 2025 tariff modifications and the November 2025 economic and trade arrangement, as well as later China trade discussions. It is a chronology of actions, not a product-by-product tariff schedule, and does not by itself show the rate an importer owes today.

What the announcement does not settle

  • Effective dates and final rates: The cited September pages do not give a confirmed implementation date or final rate for every listed item. Each country must act through its own domestic procedures.
  • Other tariffs: The recommendations cover selected goods; they do not establish that other tariffs or trade measures have ended.
  • Critical-mineral supply chains: The White House said work continued on supply-chain shortages, with a goal of restoring shipments to appropriate levels. It did not describe the issue as fully resolved. White House statement

A White House fact sheet from August 2025 said a 10% reciprocal tariff remained during the then-current suspension of heightened tariffs, while other U.S. tariff measures on China remained in place. What businesses and importers should check

A product’s appearance in a news summary is not enough to determine what duty applies to a shipment. The relevant rate depends on the product’s tariff classification, country of origin, and applicable current tariff schedule, along with whether any implementing action has taken effect. For a specific transaction, verify those details in the current official schedule and any applicable implementing notices; the USTR index is not an item-level rate determination.

For consumers, the announcement alone does not show whether or when a particular retail price will change. It states the value of goods under consideration, not expected savings passed through to shoppers.
