Did Rare Bees and Regulators Stop Meta and AWS From Using Nuclear Power for AI?

A rare-bee report and a FERC ruling concerned different projects and different issues. Here is what each decision covered—and what Meta and AWS later agreed to.

No—not in the sweeping sense the headline suggests. A November 2024 report said an undisclosed rare-bee discovery was one complication facing a contemplated Meta data-center proposal. Separately, federal regulators rejected a request to raise the amount of power an AWS campus could take through a co-located arrangement at Pennsylvania’s Susquehanna nuclear plant. That decision did not shut down the campus or bar all nuclear-powered data centers. Later agreements gave both companies new nuclear-power arrangements, with delivery dates and terms that should not be confused with power already flowing.

What the rare-bee report actually said about Meta

On November 4, 2024, the Financial Times, in a report reproduced by Ars Technica, said a rare bee had been found at a site next to a power plant being considered in connection with Meta’s nuclear-linked data-center plans. The report described environmental and regulatory complications, attributing information to people familiar with the discussions. It did not identify the bee species, the site, or an environmental agency that had made a finding about it. Read the November 2024 report reproduced by Ars Technica.

That means the public account does not establish that a formally designated endangered species was found, that a regulator issued an order about the bee, or that the bee alone caused Meta to abandon a project. “Stonewall” overstates what is documented: the bee story is a reported complication, not a publicly available agency decision naming a species and halting a named site.

What FERC rejected in the AWS–Susquehanna dispute

The AWS matter was more specific and documented. Talen Energy sought a change to the interconnection arrangement for its Susquehanna nuclear facility in Pennsylvania that would have increased the data-center load served through the co-located setup from 300 megawatts (MW) to 480 MW. FERC rejected the requested amendment in an order dated November 1, 2024, reported by Talen on November 3.

Talen said the existing agreement still allowed 300 MW of co-located load to serve initial phases of the AWS campus. The dispute was therefore about permission for a proposed increase—not a ruling that the campus could not be built, that all electricity from Susquehanna was unavailable to AWS, or that every data center must be separated from a power plant. Talen’s statement on the order is available here; the case history is also described in Talen’s 2024 Form 10-K.

Why co-located power and grid-delivered power are different

“Nuclear-powered data center” can describe different physical and regulatory arrangements. With co-location, a large customer sits next to a generator and receives power under a direct arrangement, often described as behind the meter. With front-of-the-meter service, electricity is delivered through the transmission system under grid interconnection and applicable market and tariff arrangements. The labels alone do not settle who pays for network upgrades or how reliability is protected; those questions depend on the specific approvals and terms.

  • Delivery: A co-located campus draws power through an arrangement tied closely to the adjacent plant. Grid-connected service uses the transmission network.
  • Approvals: Changes to an interconnection arrangement can require regulatory review. Grid delivery also raises questions about transmission access and applicable tariffs.
  • Reliability and cost: Regulators and grid operators must consider how a large new load affects the wider system and how associated costs are assigned among the customer, generator, and other users.
  • Timing: An existing plant and existing infrastructure differ from a proposal that depends on new transmission, upgrades, or generation. Neither arrangement makes every project automatically feasible.
  • Environmental review: Siting a facility can raise local biodiversity issues, but the 2024 Meta bee account does not identify a site or species from which to assess a specific impact.

FERC later opened a broader proceeding on data-center co-location questions, showing that the policy debate was not settled by the 2024 Susquehanna order. The issues include interconnection rules, grid reliability, and the allocation of system costs. FERC’s announcement describes the proceeding; it does not turn the earlier case into a permanent, across-the-board ban.

What changed after the 2024 headlines

AWS and Talen Talen announced an expanded nuclear-power relationship on June 11, 2025, through a power purchase agreement. Talen’s 2025 annual report describes terms for up to 1,920 MW annually through 2042 and an expected shift from co-located service toward front-of-the-meter supply. These are announced and filed company terms, not a measurement of power already delivered. The expected delivery transition is a plan, not proof that each milestone has been completed. Meta’s head of global energy, Urvi Parekh, said of the Clinton agreement: “Securing clean, reliable energy is necessary to continue advancing our AI ambitions.” The Associated Press reported the statement alongside the June 2025 deal; read its coverage. What this means for electricity customers

These deals concern large corporate power supply, not a promise that household electricity bills will fall. Whether a data center raises or lowers costs for other customers depends on factors such as required transmission and grid upgrades, how those costs are allocated, and the effect of the new load on system operations. The FERC co-location debate matters because those rules can influence both whether a project proceeds and who pays for the infrastructure it needs.

The clearest reading is narrow: the bee was an incompletely specified environmental complication in reporting about a contemplated Meta plan; FERC rejected a requested increase in one AWS co-location arrangement while Talen said the existing 300 MW remained available for initial phases. Subsequent Meta–Constellation and Talen–AWS agreements are separate developments, with future supply terms rather than evidence that the original proposals unfolded as first described.
