Leeds United, Leicester City and Burnley were reported to have warned Everton’s prospective owners in October 2023 that they intended to seek damages if Everton were found guilty of a Premier League financial-rule breach. That report supports a joint warning, but does not establish the terms of a binding agreement or show that the clubs filed one joint lawsuit. The later compensation case was brought by Burnley alone—and in June 2026 an independent Commission ordered Everton to pay Burnley £26 million compensation plus £9.1 million interest.
What did the three clubs reportedly agree to?
On 27 October 2023, The Guardian reported that Leeds, Leicester and Burnley had written to 777 Partners, then prospective owners of Everton. The clubs warned that they intended to sue for damages if Everton were found guilty of breaching Premier League financial rules.
The report establishes a shared warning and stated intention. It does not publish a signed agreement, specify the detailed terms of any arrangement among the clubs, or establish that they filed a joint lawsuit. The distinction matters: a reported threat to pursue damages is not the same as a filed claim or a decision that damages are owed.
What was Everton’s financial-rule breach?
The case concerned Everton’s Profitability and Sustainability Rules (PSR) calculation for the 2021–22 assessment period. The Premier League said an independent Commission found adjusted losses of £124.5 million against the applicable £105 million limit. In November 2023, the Commission imposed a 10-point deduction; Everton appealed, and the sanction was reduced to six points.

The Premier League describes PSR as a calculation of adjusted earnings over the relevant assessment period. The general limit is £105 million in losses, reduced by £22 million for each season a club spent in the Championship during that period. These figures describe the league’s rules and Everton’s case; they do not by themselves establish what compensation another club may recover.

How did Burnley’s claim against Everton end?
Burnley pursued its own compensation claim against Everton under Premier League Rule W.51.5. In a decision dated 2 June 2026, the independent Commission identified Burnley as claimant and Everton as respondent and ordered Everton to pay £26 million in compensation, plus £9.1 million in interest. The £35.1 million combined amount therefore includes interest; it is not all principal compensation.
The Commission addressed whether Everton’s breach could have caused Burnley’s relegation even though Burnley went down before Everton’s financial year ended. Burnley was relegated on 22 May 2022, and Everton’s financial year ended on 30 June 2022. The Commission concluded that the breach began during the 2021–22 season before Burnley’s relegation, so Burnley could maintain its argument that the breach caused the relegation and associated loss.

The Commission summary says Burnley’s experts used a three-stage statistical and probabilistic model: they examined the relationship between player-related expenditure and points, estimated the points effect of Everton’s £19.5 million overspend, and simulated possible season outcomes. This describes the model used in this particular proceeding, not a universal formula for calculating damages in future cases.

On 17 June 2026, The Independent reported that Leeds was considering action against Leicester. That possible dispute is separate from Burnley’s completed compensation case against Everton and should not be treated as a continuation of the 2023 warning.
