Where the $15 billion figure came from
Mark Tyson’s September 6, 2023, HotHardware report attributed the figures to Goldman Sachs Securities analysts, as relayed by Taiwan’s Commercial Times. They were estimates for potential Intel semiconductor-component orders, not figures Intel or TSMC disclosed as contracted or completed business.

HotHardware’s author cautioned that the information had not been confirmed by either company. That qualification matters: the figures describe what analysts reportedly expected at the time, not a signed deal, guaranteed spending, or TSMC revenue that can be treated as realized.
Why Intel was expected to use TSMC
The 2023 report framed the potential orders as part of Intel’s multi-chiplet product strategy. In that account, Intel expected to ship significant volumes of upcoming processor generations and would rely on TSMC to manufacture some components, including chiplets and chipsets. Intel was also described as producing some processor chiplets itself while sourcing other components from TSMC, including GPU tiles and discrete desktop GPUs.
