Not in any confirmed, direct sense. Reporting linked a dinner attended by NVIDIA CEO Jensen Huang with a pause in a proposed additional restriction on the H20 chip, but NVIDIA’s public statement confirms meetings with President Donald Trump and U.S. policymakers—not that a dinner caused a policy change. Later U.S. licensing steps opened narrow, conditional routes for some chips, while Chinese restrictions still limited sales.
What the dinner connection does—and does not—show
The headline’s cause-and-effect claim needs qualification. NVIDIA said on July 14, 2025, that Huang had met Trump and U.S. policymakers and that the company was applying to resume H20 sales. It said the U.S. government had assured it that licenses would be granted and that it hoped to begin deliveries soon. That was NVIDIA’s account of its position at the time; it was not confirmation of shipments or proof that a dinner produced a policy decision.
Reporting connected a dinner attended by Huang with a pause in a proposed additional H20 restriction. The reviewed public statements do not establish that the dinner caused the pause, and no direct Trump statement tying a dinner to a specific policy change is established. The distinction matters: a reported political encounter, a formal export-control decision, a license for a particular transaction, and an actual sale are four different things.

What the H200 review conditions require
The U.S. Department of Commerce’s Bureau of Industry and Security (BIS) described the H200 and similar-chip route as a case-by-case review. The stated conditions included:

BIS Under Secretary for Industry and Security Jeffrey Kessler said the controlled sales approach was intended to protect national security while strengthening the U.S. technology ecosystem. The policy statement describes the government’s rationale; it does not mean every applicant qualified or every approved chip shipped.
Why licenses did not restore NVIDIA’s China market
Access depends on decisions by both governments. A U.S. license can remove one legal barrier to a specified export, but it does not oblige Chinese customers or authorities to allow the purchase. NVIDIA’s 2026 filing said PRC restrictions impeded sales of licensed H20 and H200 products and that the company remained effectively foreclosed from China’s data-center compute market. It separately said uncontrolled gaming and workstation GPUs could be shipped; those products should not be confused with restricted data-center accelerators.

The scale of reported business activity was correspondingly limited. NVIDIA said H200 shipments under the licensing program accounted for less than 1% of data-center revenue in its most recent quarter covered by the 2026 filing. That is a company-reported figure for that quarter and program, not a forecast or a measure of all potential China demand.
What the reported 15% arrangement means
In August 2025, The Associated Press reported that NVIDIA and AMD would share 15% of China chip-sale revenue with the U.S. government in connection with export licenses. AP also reported that Trump said he initially sought 20% and credited Huang with negotiating the figure down. These are attributed claims from AP’s report; the 15% should not be described as a general statutory export tax or a rate applicable to every chip sale.

The Congressional Research Service has discussed the policy debate and congressional oversight questions around U.S. export controls. The arguments involve national security and limits on China’s access to advanced computing, alongside U.S. industry competitiveness and export revenue. The available material does not establish a final judicial determination on the legality of the reported revenue-sharing arrangement.

The licensing story is not equivalent to a return to NVIDIA’s former position in China. In June 2026, AP reported that Chinese companies, led by Huawei, had gained ground while restrictions stalled NVIDIA’s H200 sales. Huang told AP that NVIDIA historically had 95% of China’s market share before export controls; that is his retrospective characterization, not an independently measured current market-share figure.

For investors and readers following the sector, the practical distinction is between potential access and revenue that has actually materialized. A policy announcement can create a path to apply for licenses, but eligibility, customer compliance, China’s own restrictions, and competing domestic suppliers all affect whether that path results in sales. The record described by NVIDIA and AP shows limited H200 shipments and continued constraints, not a broad reopening of China’s data-center market.
