In April 2025, China required licenses for exports of specified medium and heavy rare-earth-related items. The licensing process delayed shipments, but China later said it had approved some applications and that its controls were not export bans. The measures applied to covered exports generally, not only to shipments bound for the United States. Whether the controls were imposed simply to spite the U.S. is not established by the available evidence.
What China restricted in April 2025
On April 4, 2025, China’s Ministry of Commerce and General Administration of Customs issued Announcement No. 18, placing specified medium and heavy rare-earth-related items under export controls. Exporters of covered items had to apply for licenses. The list included samarium metal, alloys, oxides and compounds, as well as samarium-cobalt permanent-magnet materials. The announcement cited national security and interests, export-control and foreign-trade laws, and non-proliferation obligations. China MOFCOM and General Administration of Customs, Announcement No. 18 (April 4, 2025).
That is narrower than stopping every rare-earth export. The legal list covered named items, and the mechanism was licensing rather than a universal prohibition on all ores, processed materials, or finished products. “Rare-earth-related items” is therefore more precise than “rare-earth minerals” when describing the controls.
Was it a ban or a licensing slowdown?

In June 2025, China’s Ministry of Commerce said it had approved some compliant applications and would continue processing them. That indicates a functioning licensing system, not unrestricted trade. The Associated Press reported on June 27, 2025, that shipments had been delayed while licenses were processed and that negotiations were under way. It described the requirement as remaining in place, with China retaining discretion over implementation. China MOFCOM spokesperson remarks (June 7, 2025); Associated Press (June 27, 2025).

Why did China restrict rare-earth exports?
China’s official explanation was that the controls served national security and national interests, addressed the dual-use nature of some items, and helped meet non-proliferation obligations. In June, the ministry described rare-earth-related items as having both military and civilian applications. In October, it characterized its later controls as a lawful refinement of China’s export-control system and said eligible license applications could be granted. These are the government’s stated reasons, not independent proof of its full motives. Did China do it to retaliate against the United States?
The timing and trade context make retaliation and strategic leverage reasonable questions. China’s October explanation referred to U.S. restrictions and deteriorating trade talks, and reporting described negotiations over export applications. The controls gave Beijing influence over the flow of covered goods. But those facts do not establish that China acted solely to spite the United States. The April licensing requirement was not limited to U.S.-bound shipments, and the official record cited security, dual-use, and non-proliferation rationales alongside the trade context.

What happened to the later October measures?
China announced additional rare-earth-related controls on October 9, 2025. A State Council Information Office report dated April 10, 2026, was reported as saying those October measures had been suspended until November 10, 2026. That reported suspension concerns the later package; it does not, by itself, establish that every earlier licensing control was suspended or determine the status of every covered item. China has been a significant source of U.S. rare-earth imports. A 2023 report by the U.S.-China Economic and Security Review Commission reproduced a U.S. Geological Survey estimate that China supplied 74% of U.S. imports of rare-earth compounds and metals, based on the average over 2018–2021. This is a historical share, not a 2026 estimate. The report also identifies magnets, catalysts, metallurgical uses, and battery alloys among major applications.
