Dell confirmed in August 2022 that it had closed its Russian offices and ceased all operations in Russia. That followed a February halt to sales, service, and support in Russia, Belarus, and the Ukrainian regions of Donetsk and Luhansk; Crimea was already embargoed. The withdrawal unfolded in two stages, amid Russia’s invasion of Ukraine and the resulting sanctions and business disruption.
What Dell announced, and when
Dell’s withdrawal was not a single announcement on a single date. In February 2022, the company said it would stop selling, servicing, and supporting products in Russia, Belarus, Donetsk, and Luhansk. It described Crimea as already embargoed. A sanctions chronology recorded Dell’s suspension of product sales on March 1, 2022, while Dell’s broader statement described its February decision. Dell’s response, reproduced by Business & Human Rights Resource Centre, sets out the territories and activities covered.

In mid-August, Dell closed its Russian offices and ceased all Russian operations, according to company spokesperson Mike Siemienas. Reuters reported the confirmation on August 27, 2022. The Reuters report reproduced by Shore News Network describes the office closure and cessation. The underlying event dates to 2022, not to a new 2026 announcement.

What “all Russian operations” means
The August statement confirms the closure of Dell’s own offices and the end of the company’s direct Russian operations. Read alongside the February halt, it establishes that Dell had withdrawn its direct sales, service, and support presence. It is not evidence that every Dell product vanished from Russia, that independent sellers stopped trading, or that previously purchased computers and servers stopped working.

Nor does the wording establish that Dell legally liquidated every Russian entity, or specify a timetable for any future return. Dell’s statement confirmed operational cessation; it did not give a detailed account of corporate wind-down steps. Its February statement named Belarus and parts of Ukraine as well as Russia, but it did not say Dell had withdrawn from all of Ukraine.
Why Dell left—and what the company said about compliance
The withdrawal took place after the February 24 invasion, as Western sanctions and export controls created legal, financial, logistical, and compliance barriers for companies operating in Russia. Dell’s public statement did not identify one exclusive cause or enumerate each measure that shaped its decision, so it is more accurate to describe the move as occurring amid the invasion and sanctions than to say Dell attributed it solely to sanctions.

Dell also said it maintained controls intended to detect and prevent products from being diverted into sanctioned countries or areas where it chose not to do business. The company said it did not disclose control details because that could help people evade them. Dell’s reproduced response explains that policy.
What the withdrawal meant for Russian customers and sellers
For customers, the confirmed change was the loss of Dell’s direct sales, service, and support in the named territories. As a practical consequence, obtaining official warranty service, replacement parts, replacement systems, firmware, or enterprise support could become more difficult or uncertain. Those are implications of a direct support withdrawal, not a Dell guarantee about what happened to every customer or product.

Previously bought Dell hardware could continue to function. Independent resellers or gray-market importers might also offer Dell equipment, but their availability and service are separate from Dell’s own Russian operations. Dell’s announcement did not establish that every resale channel ended or that all products were legally prohibited.
What is known about Dell’s Russian employees
Russia’s industry ministry said many Dell researchers and engineers had already received job offers from Russian technology companies. Reuters reported the claim, attributing it to Deputy Industry and Trade Minister Vasily Shpak; it is a government statement, not independently verified employment data. The Reuters report reproduced by Global News provides that attribution.

Russian media also reported that local staff would be dismissed and could receive severance of up to eight months’ salary. Those reports do not establish Dell’s confirmed policy or the number of affected employees. Dell’s public statement did not provide a verified headcount or a detailed account of individual employment outcomes. Kommersant’s report contains the severance and market-share claims, which should be treated as reported estimates rather than confirmed Dell figures.

Dell was an important server supplier in Russia, according to Reuters. Kommersant cited an estimate that Dell held about 21% of the Russian server market, but that figure is a reported local-market estimate, not an independently established global statistic. The distinction matters: Dell’s position in a specific product market can be substantial even when the country contributes little to the company’s overall revenue.

Dell Technologies’ fiscal 2022 annual report said Russia and Ukraine together accounted for less than 1% of the company’s net revenue. That figure describes combined net revenue from those two countries, not the share from Russia alone, and it does not measure local jobs, customer dependence, or Dell’s strategic role as a supplier. Dell’s fiscal 2022 annual report provides the revenue disclosure.
