The application window ran from 24 January 2024 through 13 February 2024. That deadline has passed.
It was voluntary service
The 2024 notice described a stipulated three-year term of voluntary service, potentially extendable by two years. It was not an announcement of permanent posts.

The 2024 notice directed candidates to apply online through dghgenrollment.in. The detailed instructions specified a ₹100 application fee plus an online gateway convenience fee, one application per candidate, and rejection of applications submitted by other means.
