Re:

Defence Firms Add Capacity as Lumpy Government Orders Delay Growth

Defence budgets and order books can grow faster than deliveries. Here is why some manufacturers are increasing capex, what current sector figures show, and how investors can assess execution and cash needs.

Defence demand and defence-company revenue move on different timelines. Government allocations and domestic-procurement policy support future orders, but approvals, contracts, production, testing and delivery determine when companies can recognize sales. Some private manufacturers are increasing investment to handle complex, high-value orders; the available sector outlook does not establish an industry-wide shift to internal capex.

Why can large order books coexist with slow growth?

A budget allocation is not a purchase order for a particular company, and an order book is not revenue already earned. Between policy support and reported sales, a procurement typically has to pass through distinct stages: a requirement is identified, approvals and procurement decisions are made, a contract is awarded, the manufacturer produces the equipment, testing and acceptance take place, and delivery and payment follow. Delays at any stage can push revenue into a later reporting period.

The timing matters especially in defence, where contracts can involve complex products, lengthy qualification and testing, and coordinated supply chains. A supplier may have years of contracted work ahead of it without being able to deliver all of that work immediately. PwC India said on 4 June 2026 that existing orders could take up to 5–10 years to clear in some segments, highlighting execution bottlenecks and backlogs. That is a segment-specific observation, not a common delivery schedule for every defence company.

Why invest in capacity while orders are delayed?

When a manufacturer wins high-value work, it may need to expand or upgrade production facilities, equipment, systems, and other execution capabilities before it can deliver at a higher rate. Capex can therefore rise while revenue conversion remains gradual: investment is made to meet future production requirements, while sales depend on manufacturing progress, testing and delivery. More production can also tie up cash in materials and work in progress before the company receives payment.

CRISIL Ratings’ June 2026 outlook anticipated capex of ₹1,500–1,600 crore among the companies it covered, compared with ₹1,000 crore in the prior fiscal year. CRISIL linked the higher spending to high-margin, high-value orders and described working-capital requirements of ₹1,600–1,800 crore. These are estimates for the covered companies, not a reported industry-wide capex total or a forecast for every supplier. They illustrate why growth may require substantial funding even when a business already has a sizeable order book.

What the budget and industry figures show

Policy and production data point to a supportive environment, but they measure different things. The Ministry of Defence’s FY2025–26 budget allocation reflects planned public spending; production and export figures describe sector output; neither identifies how much revenue a particular listed company will earn or when it will earn it.

Measure Reported figure What it does—and does not—show
Ministry of Defence allocation ₹6,81,210.27 crore for FY2025–26, 9.53% above the FY2024–25 Budget Estimate The Press Information Bureau’s 1 February 2025 release reported the ministry allocation. It included ₹1,80,000 crore in capital outlay, of which ₹1,48,722.80 crore was planned for capital acquisition. These are public budget amounts, not company awards.
Domestic procurement earmarks 75% of the modernisation budget for domestic procurement; 25% of that domestic share for private domestic industry The same FY2025–26 budget release describes policy earmarks. They do not establish that a specific private supplier received a contract.
Private-company revenue outlook 15–16% expected revenue growth for the fiscal year in CRISIL Ratings’ June 2026 outlook CRISIL tied its outlook for the private defence companies it covered to a roughly ₹50,000 crore order book and domestic procurement policy. It is an attributed forecast, not a settled result or a prediction for every firm.
Defence production ₹1.51 lakh crore in FY2024–25; ₹1.78 lakh crore in FY2025–26, up 15.6% year over year The Press Information Bureau reported the first figure in 2025 and the second in a 14 August 2026 factsheet. Sector-level production growth does not mean all suppliers grew at the same pace.
Defence exports and government targets Exports of ₹38,424 crore in FY2025–26; targets of ₹3 lakh crore in annual production and ₹50,000 crore in exports by 2029 The PIB factsheet reported the export figure and the government’s targets. Targets are ambitions, not achieved outcomes or a guarantee of future company revenue.

Together, the figures show why both optimism and caution can be warranted: policy supports domestic procurement, and reported production has risen, while converting orders into deliveries remains a practical constraint. Aggregate output cannot by itself reveal whether an individual company has the facilities, suppliers, approvals and cash flow to execute its backlog on time.

What to check when assessing a defence company

For a personal investor, an order-book headline is only a starting point. Compare company disclosures on the terms that determine whether demand can become sales and cash:

  • Kit includes a weight for creating a heavy feel model.
  • 2 marking options are included to recreate U.S. Army 3rd Armored Cavalry Regiment M1A2s from 2003 in the Iraq War.
  • Order-book quality: distinguish firm contracts from prospective business, and look for disclosed delivery schedules, contract scope and customer concentration.
  • Capacity and capex: check what planned spending is meant to add or relieve—such as production capacity or an execution constraint—and whether the company has indicated when it should be available.
  • Conversion and execution: compare delivery progress with commitments, and account for testing, approvals and supply-chain dependencies that can defer acceptance or revenue.
  • Cash needs: examine working capital, payment milestones and cash generation. Producing equipment ahead of final delivery can require cash before the related payment arrives.

The Ministry of Defence said its Defence Procurement Manual 2025 took effect on 1 November 2025. The PIB’s 2025 release describes it as a policy update for revenue procurement and operational preparedness; it should not be confused with capital-acquisition awards. Neither a procurement rule nor a budget earmark alone identifies which supplier will win work.

What this means for interpreting the sector’s growth story

There is evidence of rising government support, higher sector production and capex plans among companies covered by CRISIL’s outlook. There is also evidence that some segments face long execution backlogs. The two trends are compatible: stronger demand can create a larger pipeline of work while production and delivery capacity limit the pace at which that work becomes revenue.

The available outlook does not compare individual company filings or establish a uniform sector-wide pivot to internal capex. Company-level conclusions require current annual reports, exchange filings or investor presentations that disclose capacity plans, delivery schedules, execution progress and funding needs. Sector production figures, order-book totals and forecasts should not be treated on their own as evidence of a stock’s valuation or as a reason to buy or sell it.
