Why reported rates differ
Market type and transaction direction
Interbank and open-market figures describe different market contexts. For USD on December 13, the two reports give interbank buying/selling values of PKR 280.20/280.70 and open-market values of PKR 281.05/283.30. The buying and selling labels should be read as printed by each source rather than converted into a guaranteed customer rate.
Publication date versus rate date
A report published on December 13 does not necessarily describe rates observed that day. Business Recorder published an open-market report on December 13 but identified the underlying figures as supplied by the Forex Association of Pakistan on Friday, December 12. It listed USD at PKR 280.76 buying and PKR 281.36 selling, AED at 76.54/77.29, EUR at 328.45/331.29, SAR at 74.79/75.38, GBP at 374.96/378.25, and interbank USD at 280.35/280.45. Those figures are December 12 observations, not replacements for the date-matched December 13 tables above.

Other USD report for December 13
Economy.pk reported USD/PKR at 280.70 for December 13, attributing it to the interbank market, and said the previous session was 280.75. Its single figure is consistent with the selling side of Pakistan Observer’s interbank pair, but it does not establish the full buying-and-selling table.
