Cross-Chain Governance Tokens Explained: How Multi-Chain DAO Voting Works

Cross-chain governance coordinates votes across blockchains, but bridging a token alone does not preserve its voting power. Learn how hub-and-spoke voting, snapshots, and secure messaging fit together.

Cross-chain governance lets token holders on multiple blockchains vote on a shared protocol decision. It does not mean each chain independently controls the treasury, and simply bridging a governance token does not guarantee that its voting rights survive. In documented hub-and-spoke systems such as Cactus MultiGov, votes on supported spoke chains are sent back to a central hub for aggregation.

What cross-chain governance means

A cross-chain governance system connects voting across more than one blockchain to decisions for one organization or protocol. A participant might hold or use governance tokens on a supported secondary chain, cast a vote there, and have that vote counted alongside votes recorded on the primary chain.

That process requires more than a token bridge. It combines governance rules that define proposals and voting, a way to represent or verify voting power across chains, and a messaging system that carries votes or instructions between contracts. Cactus documentation describes MultiGov support for Solana, Ethereum, and EVM-compatible layer-2 networks; actual deployments and available chains depend on the specific system.

Cross-chain voting also does not automatically grant each network separate treasury authority. In MultiGov’s documented design, spoke-chain votes are aggregated back to the hub, where the shared decision process is coordinated. Cactus MultiGov documentation

How a hub-and-spoke voting system works

MultiGov is documented as a hub-and-spoke architecture, rather than an identical Governor contract deployed independently on every chain.

  1. The hub establishes the core governance system. It contains an ERC20Votes governance token, an OpenZeppelin Governor, and a Flexible Voting extension.
  2. Spokes provide local participation. Each spoke has a bridged governance token and a spoke Governor. Token holders may bridge governance tokens from the hub to supported spokes.
  3. Voters cast votes on a spoke Governor. The spoke records participation under the system’s configured rules.
  4. Votes are aggregated and sent back to the hub. The hub coordinates the resulting tally for the shared proposal.

This design separates where token holders participate from where the organization coordinates a decision. The hub-and-spoke description is specific to the documented MultiGov model; other cross-chain systems may use different architectures. Cactus MultiGov documentation

Why bridging a governance token may not preserve voting rights

A bridged token can represent economic value without preserving the original token’s governance mechanics. OpenZeppelin’s ERC20Votes records historical voting checkpoints and supports delegation, while standard ERC-20 transfers alone do not provide those features. Cactus warns that a bridge that handles ordinary ERC-20 transfers may create a destination token that lacks ERC20Votes checkpointing and delegation.

Voting power in an ERC20Votes-style system is read at a historical timepoint, not inferred only from a voter’s current balance. An address also needs to delegate its voting units—including by delegating to itself—before its voting power is tracked. A destination token intended to support governance therefore needs compatible checkpoints and delegation, or the system needs another verifiable way to account for voting power held on the source chain.

When evaluating a bridged governance token, check whether the destination representation records eligible voting power and delegation, and how the system proves the relationship between source-chain holdings and destination-chain votes. How on-chain voting rules define a decision

In OpenZeppelin’s Governor stack, a Governor obtains voting weight through an IVotes contract; the GovernorVotes module reads that weight. A quorum rule can be based on a fraction of total token supply through GovernorVotesQuorumFraction. The proposal threshold is a separate, optional rule that limits who may create proposals.

Voting modules determine how choices are counted. GovernorCountingSimple offers Against, For, and Abstain. GovernorCountingFractional lets voters divide weight among those choices. GovernorCountingOverridable lets a delegatee override a delegate’s vote while voting is open, and must be paired with VotesExtended.

For proposals that control assets through a timelock, the proposal must be queued before execution. The timelock—not the Governor—must hold the assets that proposals control. GovernorSettings can allow governance to update votingDelay, votingPeriod, and proposalThreshold without upgrading the Governor contract. Block-based and timestamp-based voting

OpenZeppelin’s ERC20Votes and ERC721Votes have used IERC6372 clock management since Contracts v4.9. A token can be configured to use timestamps by overriding clock() to return block.timestamp and CLOCK_MODE() to return mode=timestamp. The Governor detects the token’s clock mode, but the token and Governor must be compatible; changing only the token can leave an older Governor incompatible. Voting delay and voting period must also use units appropriate to the selected clock.

Clock choice affects what a voting duration means. Under block-based voting, OpenZeppelin defines the proposal snapshot at the end of the snapshot block, so voting begins at the start of the following block. A vote may still be cast during the block that contains the deadline, because the deadline is reached at that block’s end. Timestamp-based systems use timestamps instead of block counts. Off-chain tools that do not recognize IERC6372 may display misleading deadlines or durations even when the on-chain Governor continues to operate. How Snapshot voting differs from on-chain governance

Snapshot lets voters sign a message rather than submit an on-chain transaction for each vote. Eligibility and voting power depend on the space’s configured voting strategies and voting validation. In common token-based configurations, voting power is calculated using the proposal-creation snapshot, not the balance at the moment a voter clicks Vote. Someone who acquires tokens after a proposal is created may therefore be ineligible even while holding tokens during the voting period. Validation rules may also impose minimum balances or anti-Sybil conditions.

Snapshot documents several counting types: single choice, weighted, approval, quadratic, ranked choice (Instant Runoff Voting), and basic voting. In Basic voting, the choices are For, Against, and Abstain; Abstain contributes to quorum. Its quadratic voting model is not simply the square root of each wallet’s balance: it aggregates square-root contributions by choice and maps the resulting percentages back onto total voting power. Snapshot warns that quadratic voting can encourage a large holder to split funds across wallets, making Sybil resistance important.

To cast a Snapshot vote, connect a wallet, select the relevant space and active proposal, choose an option, click Vote, and sign the message in the wallet. Snapshot says voting does not transfer funds or change the voter’s account balance. For MetaMask, its instructions note that the signer may need to scroll to the end of the signature and click the downward arrow before Sign becomes active. Where cross-chain governance can fail

Cross-chain governance depends on secure messaging as well as voting logic. A system must define the message format, validate where a message came from, and specify how the destination handles invalid, delayed, or otherwise unexpected messages. LayerZero describes cross-chain governance as an arbitrary-message-passing application; it does not prescribe one universal governance command or workflow. OpenZeppelin Contracts 5.x includes ERC-7786 messaging utilities such as CrosschainLinked and ERC7786Recipient. The recipient exposes a receiveMessage(bytes32 receiveId, bytes sender, bytes payload) endpoint, but the contract still needs correct gateway authorization and message-processing logic. Authorization should validate the expected gateway, source chain, and source Governor or counterpart; accepting a malicious gateway can allow an attacker to impersonate another chain and submit arbitrary governance messages. ERC-7786 requires gateways to prevent duplicate delivery, so ERC7786Recipient does not need its own processed-receiveId set.

Bridge design also matters for tokens. OpenZeppelin distinguishes lock-and-release behavior, represented by BridgeERC20, from cross-chain burn-and-mint behavior, represented by BridgeERC7802. Neither mechanism alone defines how voting checkpoints, delegation, or vote aggregation work; those governance properties must be designed and verified separately. OpenZeppelin cross-chain API

What to check before relying on a cross-chain vote

  • Supported networks: Confirm the exact chains supported by the specific governance deployment; MultiGov documentation lists Solana, Ethereum, and EVM-compatible L2s.
  • Voting-power accounting: Verify how source-chain ownership becomes eligible voting power on a destination chain, including checkpoints and delegation.
  • Snapshot timing and clock units: Identify whether voting uses blocks or timestamps and when balances are measured.
  • Message authorization: Confirm that the recipient accepts messages only from the intended gateway, source chain, and governance counterpart.
  • Decision and execution path: Understand where votes are aggregated, whether a timelock is used, and which contract holds assets governed by proposals.
  • Off-chain interface rules: For Snapshot, inspect the space’s voting strategy and validation rather than assuming current wallet balance determines eligibility.

What Cactus’s 2026 rebrand changes

The product formerly called Tally became Cactus on June 17, 2026. The company says the product name, logo, colors, and X handle changed, but proposals, vote history, on-chain records, API keys, integrations, DAO configuration, delegates, treasury, and maintenance team did not. No migration is required. Tally.xyz remains available temporarily, and existing URLs are intended to forward to cactushq.xyz after the domain transition.
