Croatia is procuring eight U.S.-made M142 HIMARS launchers, but “$300 million” is not a confirmed final contract price. Croatia’s Ministry of Defence described that amount in August 2024 as a possible eventual price of up to $300 million; the U.S. estimated the proposed sale at $390 million, and Croatia later reported total budget obligations of $350,666,478 including VAT. The latest delivery expectation, announced by Croatia in October 2026, is late 2027 or early 2028.
What Croatia is buying
The proposed U.S. sale covers eight M142 High Mobility Artillery Rocket Systems (HIMARS) launchers and equipment to support their use. The U.S. Defense Security Cooperation Agency (DSCA) notification describes the package as including:
- 24 M30A2 Guided Multiple Launch Rocket System (GMLRS) alternative-warhead pods;
- 24 M31A2 GMLRS unitary high-explosive pods;
- two M1152 High Mobility Multipurpose Wheeled Vehicles with next-generation shelter equipment;
- eight M1152 vehicles with command-and-control communications shelters; and
- 36 Defense Advanced GPS Receivers, along with related equipment and support.
These are components listed in the DSCA’s proposed-sale notification, not a delivery record. The notification does not establish that every listed item has been delivered to Croatia. DSCA’s August 30, 2024 notification describes the proposed package.
Why the deal has three different price figures
The amounts refer to different official descriptions and should not be treated as competing statements of one settled final price.

| Amount | Publisher and date | What it represents |
|---|---|---|
| $390 million | U.S. DSCA, August 30, 2024 | Estimated value of a possible Foreign Military Sale notified to Congress. It is not identified as Croatia’s final contract price. |
| Up to $300 million | Croatian Ministry of Defence, August 31, 2024 | The ministry’s description of the possible eventual price; it characterized the U.S. $390 million figure as a maximum estimated value. |
| $350,666,478 | Croatian Ministry of Defence, December 20, 2024 | Total budget obligations including VAT reported for 2024–2029. |
The budget-obligation figure is not interchangeable with either the U.S. possible-sale estimate or Croatia’s earlier possible-price statement. In particular, the ministry’s figure includes VAT and is described as multi-year budget obligations. The available official descriptions do not establish a single final contract price that reconciles all three amounts. See the Croatian ministry’s December 2024 budget approval notice and its August 2024 statement on the possible price.
Approval and delivery timeline
- August 30, 2024: DSCA notified Congress of the possible $390 million sale.
- August 31, 2024: Croatia’s Ministry of Defence said the U.S. amount was a maximum estimate and that the eventual price could be up to $300 million.
- November 12, 2024: Croatia’s Parliament Defence Committee unanimously endorsed procurement of eight systems. The committee’s announcement records that endorsement.
- December 20, 2024: The government approved the ministry’s multi-year budget commitment, reported as $350,666,478 including VAT for 2024–2029.
- October 2026: Croatia’s Ministry of Defence reported that delivery had been accelerated from the third quarter of 2028 to late 2027 or early 2028. That is an expected delivery window, not confirmation that the systems have arrived. The ministry’s October 2026 update gives the revised expectation.
What the $300 million headline does—and does not—tell you
The figure is useful as shorthand for Croatia’s August 2024 statement about a possible eventual price, but it should not be read as a final, all-in amount verified by the later budget announcement. For a personal-finance reader, the key distinction is between an estimate for a proposed arms sale, a government’s statement about a possible price, and budget obligations approved across several years. They describe separate stages and bases, not a simple price revision.
