The April 2025 warning that trade tensions could leave U.S. stores short of holiday goods was a forecast, not evidence that shelves were already empty—and it does not establish what shoppers will find in October 2026. Tariff policy has since changed, including reported product-specific tariff cuts, but the available evidence does not show current store inventory or prove a broad price effect.
What the April 2025 warning actually said
GizChina’s April 25, 2025 report described a risk: retailers might face disrupted orders and freight delays as trade tensions intensified ahead of the holiday season. It identified low-cost apparel, footwear, toys, fast fashion and budget home goods as potentially exposed because these categories often depend on imports, turn over quickly and operate on thin margins. The article did not report that stores had already run out of those products. GizChina’s report presented the longer-term impact as conditional on tariffs staying high and included a banking executive’s caution that it was too early to know.
The report attributed concerns about retailers pulling back on Chinese orders and carriers cancelling sailings to industry figures and coverage by other news organizations. Those statements describe what was being reported at the time; they are not a verified measure of current orders or inventory.
Which numbers were reported—and when
The figures in the 2025 story are historical snapshots, not current supply indicators. GizChina reported that China accounted for 37% of U.S. apparel imports and 58% of U.S. footwear imports in 2024, attributing those figures to CNBC coverage. It also cited Sea-Intelligence for cancellations of 35%–42% of planned vessel capacity in late April and early May 2025. The original article does not link the underlying trade dataset, and the sailing figure applies only to that period. The report’s figures and attributions should not be read as current import shares or shipping conditions.

Why the 2025 tariff picture is no longer current
U.S.-China trade policy did not stay fixed after April 2025. The U.S. Trade Representative’s chronology lists bilateral actions and statements in May, August and November 2025, followed by further actions in May 2026. That chronology shows policy changes, but it is not a product-level tariff schedule. USTR’s tariff-action chronology is useful for tracking actions, not for determining the rate on a particular item.
On September 28, 2026, the Associated Press reported that the United States and China published reciprocal lists of products for tariff cuts. The reported U.S.-bound list covered 77 categories of Chinese goods, including toys and holiday ornaments such as glass and wooden decorations, as well as fireworks, tableware, dolls, puzzles and soccer balls. AP said China’s commerce ministry stated that more than 90% of the products would be subject to most-favored-nation levels. The lists could be adjusted later, likely no more than annually, according to the report. U.S. Trade Representative Jamieson Greer described the lists as focusing on “nonsensitive goods on each side that could benefit from more favorable tariff treatment.” These developments concern listed categories; they do not establish that every consumer product is tariff-free or that retailers have adequate stock. The Associated Press report on the September 2026 product lists provides the details.

A separate July 2026 White House action concerned proposed Section 301 tariff measures tied to investigations of other countries’ enforcement of forced-labor import bans, including exemptions and proposed textile mechanisms. It is a different legal and policy context from the China-specific actions discussed above. The White House action illustrates why tariff treatment must be assessed by product, origin and applicable measure rather than inferred from one broad headline rate.
How to check a tariff on a specific product
There is no single tariff rate that can safely be applied to all goods made in China. The duty depends on the product’s classification, origin and the current applicable schedule. For a precise U.S. tariff and trade-data lookup, use the relevant classification in the USITC’s DataWeb and consult the current tariff schedule. USITC DataWeb supports product-specific tariff and trade queries, including future tariff rates.

What shoppers can—and cannot—conclude
The 2025 warning identified plausible vulnerabilities, especially in inexpensive, fast-turnover goods, but the checked sources do not establish whether the forecast produced broad holiday shortages. Nor do they show what stores have in stock in October 2026 or whether the later tariff changes caused a general price reduction. For a purchase that matters, check the named retailer’s current stock, delivery estimate and price rather than treating a dated shortage forecast as a live inventory report.
