What did Brooke Rollins say about farm aid?
In a September 18, 2025 report, Ryan Hanrahan of Agriculture.com said Rollins told the Financial Times that tariff income was “absolutely a potential” source for a possible aid package. The report quoted her saying, “There may be circumstances under which we will be very seriously looking to and announcing a package soon,” and, “We are reviewing markets every day.”
Those remarks described a possibility under consideration—not an announced program, a funding commitment, or a promise that farmers would receive payments. The report did not provide eligibility rules, payment amounts, an application process, or a confirmed date for aid.
What funding routes were under discussion?
Hanrahan’s report described two possible funding mechanisms. It did not establish that either had been authorized for a new farm aid package.

What did the reported farmer survey find?
The report cited a Farm Journal survey of more than 1,000 farmers conducted in late August and early September 2025 and commissioned by the National Corn Growers Association. The figures below were reported by Hanrahan; they are survey findings, not independently validated estimates, and the group was described as corn-primary-crop farmers—not all U.S. farmers.
- Almost half said the United States was on the brink of a farm crisis; a further third said it might be heading that way, while 15% did not think a crisis was coming.
- 76% said they were very or moderately concerned about the farm economy.
- 65% said their concern had heightened over the prior year.
Kenneth Hartman Jr., identified in the report as president of the National Corn Growers Association, called the situation “a four-alarm fire in the countryside” and said, “Farmers are in a lot of economic pain right now.” The survey supports the report’s account of concern among the surveyed corn-primary-crop farmers; it does not establish the views of all farmers or determine whether aid would be approved.
