Could Tariff Revenue Fund Farm Aid in a Farm Bill 2.0? What the Proposal Actually Said

House Agriculture Chairman Glenn Thompson proposed using some tariff revenue for farm aid through a possible Farm Bill 2.0, then raised legal concerns within days.

In September 2025, House Agriculture Committee Chairman Glenn “GT” Thompson floated using part of collected tariff revenue for farm aid through a proposed “Farm Bill 2.0.” Within days, he said existing statutes made that approach difficult and that it did not appear legally possible. The proposal was not an approved funding stream or an enacted farm-payment program.

What Thompson proposed

Thompson first raised the idea in early September 2025, saying Congress could use collected tariff revenue for emergency assistance to farmers. He also discussed making aid part of a “skinny” farm bill. In a September 5 Agri-Pulse Newsmakers interview, he described investing a fraction of tariff receipts in farmers and using a proposed Farm Bill 2.0 as a legislative vehicle. Agri-Pulse’s September 3 report covered the initial idea; the September 5 interview and transcript provided Thompson’s fuller description.

Those remarks were a proposal, not a promise of payments. The reports do not establish a final administration decision, congressional approval, or a later enacted outcome.

Why the proposal quickly ran into a legal question

By September 11–12, Thompson had stepped back from the idea. He said the statutes made it hard to use tariff revenue for farm aid and that it did not appear legally possible, according to Agri-Pulse’s September 12 report.

That is a reported concern from the committee chairman, not a comprehensive legal ruling. The contemporaneous reporting does not settle which authorities might apply, how much revenue could be available for this purpose, or whether Congress or the executive branch could establish a workable route. It therefore would be inaccurate to treat tariff receipts as money already available for farm payments.

How a tariff proposal differs from the prior CCC approach

Agri-Pulse noted that the Commodity Credit Corporation (CCC) had been used for farm payments in 2018 and 2019. That history is a point of comparison, not proof that the same authority could be used for tariff-funded aid. The reporting describes two different routes but does not resolve their legal or administrative requirements.

The sources do not quantify funds available for this proposal or establish the authority, administrative steps, or final funding decision.
Commodity Credit Corporation Agri-Pulse reported that the CCC was used for farm payments in 2018 and 2019. The cited reporting does not establish whether or how CCC authority would apply to this proposed tariff-funded aid.

What “Farm Bill 2.0” meant in Thompson’s description

Thompson described a proposed framework that would start with the Farm, Food, and National Security Act of 2024, remove provisions he said had already been enacted in what he called “farm bill 1.0,” and reconsider what remained. He said the remaining provisions would form the core of Farm Bill 2.0, alongside priorities from committee members. This was his description of a legislative approach in September 2025, not evidence that a Farm Bill 2.0 passed.

The interview also touched on other agricultural policy issues, but those discussions do not change the status of the tariff-funding idea: it had not been established as an authorized source of payments.

Why farm-income figures were part of the conversation

The September 5 program cited USDA’s 2025 forecast for net cash farm income at $180.7 billion, more than $36 billion above the prior year after inflation adjustment. It also described higher government payments as a major contributor. These were forecast figures reported in the program, not a finalized accounting of realized farm income. The interview report quoted Thompson saying, “Food security is national security.”
