They could rise, but the end of the U.S. $800 de minimis duty-free treatment does not mean every Amazon, Shein or Temu item will become more expensive—or that prices will “skyrocket.” The exemption was suspended in 2025 and remained suspended in 2026. Retailers decide whether and how to pass applicable costs on to shoppers, so the practical answer depends on the particular product and order.
What happened to the $800 de minimis rule?
De minimis was a U.S. provision that allowed qualifying low-value shipments to enter duty-free. U.S. Customs and Border Protection (CBP) says the suspension of that treatment for low-value shipments from all countries, subject to exceptions, took effect on August 29, 2025. CBP explains the suspension and its scope.
A February 2026 executive order continued the suspension and expressly included shipments sent through the international postal network. It directed CBP to collect duties on international-mail shipments and applicable duties, taxes, fees, exactions and charges on other shipments. The order states that suspending duty-free treatment under 19 U.S.C. 1321(a)(2)(C), including for postal shipments, remained necessary and appropriate. Read the February 2026 order.
That means a low-cost order is no longer automatically duty-free just because its value is below $800. It does not mean every shipment incurs the same charge: applicable rules and shipment details matter.

Why the end of the exemption does not set one price increase
The de minimis suspension is distinct from tariff rates imposed under other legal authorities. Those measures can change independently, so a general tariff headline does not tell a shopper what duty applies to a specific order.
The Congressional Budget Office’s August 2026 account says the Supreme Court ruled on February 20 that the administration could not impose tariffs under the International Emergency Economic Powers Act (IEEPA); those tariffs were terminated and refunds began. A temporary 10% tariff under section 122 began February 24 and expired July 24, 2026. On July 24, the Office of the U.S. Trade Representative imposed section 301 tariffs of 10% to 12.5% on goods from more than 80 countries. CBO estimated an effective tariff rate of 10% as of its August 2026 report, using 2024 import weights and policy changes through July 31, 2026. That is an import-weighted estimate, not the rate to apply to an individual Amazon, Shein or Temu item. CBO also warned that policy changes frequently and their effects remain uncertain.
In August 2026, Axios reported that a three-judge Court of International Trade panel allowed the de minimis suspension to continue. Axios said the ruling did not resolve the separate question of whether IEEPA could be used to void the exemption. What Shein, Temu and Amazon said about prices
Shein and Temu announced increases in April 2025
On April 16, 2025, Axios reported that Temu and Shein separately notified U.S. customers that prices would increase starting April 25, citing changes in global trade rules and tariffs. Temu said it had stocked up and was ready to keep orders arriving smoothly; Shein said it was working to improve the shopping experience while keeping fashion accessible. These were statements about planned 2025 price changes, not evidence that every item rose by the same amount or that current listings all reflect a uniform increase. Read the April 2025 report.
Amazon did not plan to show tariff charges beside prices
In April 2025, Amazon’s Haul service reportedly considered displaying import charges beside selected product prices. Amazon spokesperson Tim Doyle told the Associated Press the proposal “was never approved and is not going to happen.” AP reported Amazon’s clarified position: it did not plan to display added tariff costs next to product prices. That statement concerns how charges would be displayed; it does not establish that the price or total for every Amazon order would remain unchanged. Read AP’s report.

What to check before placing an order
Because neither the policy nor the retailers’ past announcements establish a universal price increase, compare the actual terms for the order you are considering rather than adding a blanket tariff percentage to the listed price.
- Final checkout total: Check the amount due before payment and whether any applicable charge is included there.
- Shipping and delivery: Compare shipping costs and estimated timing as well as the item price.
- Origin or fulfillment location: Note where the listing says the item ships from, when that information is disclosed.
- Return terms: Review the return window, conditions and any costs that could affect the real value of the purchase.
A domestic seller or a different platform is not automatically cheaper. Product, seller, inventory location, shipping and current rules can vary, and the available reporting does not establish a reliable platform-wide price comparison or a universal estimate of how much retailers pass through to consumers.

What the policy change is meant to address
The White House’s 2026 Economic Report attributed several 2024 seizure statistics to CBP: by count, de minimis shipments accounted for around 98% of narcotics seizures, 97% of counterfeit-goods seizures and 77% of health and safety seizures, including weapons parts and fentanyl precursors. The report also said CBP collected more than $1 billion in duties previously uncollected under the exemption.
