Yes, Karnataka had some routes to paid rural work during the 2020 lockdown, but the available figures do not show whether they were enough for returning migrants. MGNREGA work had restarted in most districts by 22 April 2020, and lockdown relaxations allowed rural industries and infrastructure activity. Those openings show that work was available; they do not establish how many returnees got jobs or how many were left without work.
What rural work reopened in Karnataka?
On 22 April 2020, the Press Information Bureau’s Bengaluru office reported that MGNREGA work had restarted in most Karnataka districts. The same release said lockdown relaxations permitted rural industries such as food processing and rural construction, infrastructure projects, MGNREGA works prioritising irrigation and water conservation, and rural Common Service Centres. The government said these activities would create rural job opportunities, including for migrant workers. That was the stated rationale, not proof that sufficient jobs were created. The release described precautions including physical distancing, sanitizer use, early working hours and local official supervision. These were the government’s account of implementation; they are not an independent assessment of workplace safety.
Who could access MGNREGA work?
The Ministry of Rural Development described MGNREGS as demand-driven: eligible adults in rural households with job cards could request work, and the ministry said job cards could be issued to migrant workers or their families on demand. The ordinary guarantee was up to 100 days of unskilled manual work per rural household in a financial year, with additional provision in specified drought or natural-calamity areas. It was a household-level, conditional guarantee—not 100 days for each returning worker. See the Ministry of Rural Development’s parliamentary response.

That distinction matters for a returning worker’s finances: a person’s ability to use the scheme depended on household eligibility, a job card and work being demanded and provided. The guarantee describes the scheme’s entitlement framework; it does not by itself show that every applicant received work promptly or reached the full number of days.
What do Karnataka’s 2020 MGNREGA figures show?
For April–August 2020, the Ministry of Rural Development reported ₹324,829.67 lakh released and ₹266,000.7 lakh spent under MGNREGA in Karnataka. These are statewide scheme finance totals for that five-month period. They do not identify migrant recipients, establish when workers were paid, or measure requests that went unmet. The ministry’s response gives the Karnataka figures.

The same ministry response showed a sharp rise in MGNREGA employment provided across India in May–August 2020 compared with the corresponding months of 2019, after a decline in April. These are national comparisons, not Karnataka-specific results:

Was Karnataka covered by the Garib Kalyan Rojgar Abhiyaan?
No. The Garib Kalyan Rojgar Abhiyaan (GKRA) was announced as a 125-day campaign covering 116 districts in Bihar, Uttar Pradesh, Madhya Pradesh, Rajasthan, Jharkhand and Odisha, with a planned resource envelope of ₹50,000 crore. Karnataka was not among the six participating states, so GKRA’s planned jobs and resources should not be counted as a Karnataka intervention. Karnataka’s MGNREGA activity is a separate matter. What did later evidence say about demand and migrant movement?
The Economic Survey 2021–22 reported that Karnataka’s demand for MGNREGS employment was higher in most months of 2021 than in 2020. It also reported that 4.59 crore people demanded MGNREGS work nationally in June 2021 and said national demand remained above pre-pandemic 2019 levels after accounting for seasonality. The Survey cautioned that the relationship between MGNREGS employment and migrant movement could not be determined conclusively. Higher work demand in Karnataka is evidence of sustained demand for the scheme, not a count of returnees or proof that migration caused the increase.

The evidence supports a limited answer: Karnataka had rural employment channels active or permitted during the lockdown, and MGNREGA provided a demand-driven safety net for eligible rural households. But the official figures cited here do not match the number of workers returning to Karnataka against job requests, work received, or unmet demand. They therefore cannot establish whether the rural economy had enough capacity to absorb those returnees.
