Con Edison Bill Changes in 2026: What NYC and Westchester Customers Need to Know

Con Edison’s 2026 bill outlook is different for New York City and Westchester: the utility estimates an average summer bill increase of about 5.7% for NYC residential customers and an average decrease of about 2.8% for Westchester residential customers. Those are outlook averages, not guarantees for individual accounts. Your bill depends on your usage, supply costs, service area and other adjustments.

How much are Con Edison bills changing in 2026?

Con Edison’s 2026 Summer Bill Outlook gives separate estimates for residential customers in the two service areas:

  • New York City: an average summer bill increase of about 5.7%, mainly because of higher supply charges.
  • Westchester County: an average summer bill decrease of about 2.8%.

These estimates describe the outlook for average residential bills, not a fixed change for every household. Actual bills can move in either direction based on consumption, weather, demand, market conditions, supply charges and additional adjustments.

Why are there different rate and bill-increase figures?

The summer bill outlook and the joint-proposal delivery-rate examples measure different things. The outlook estimates average summer bill changes; the proposal figures describe annual average delivery-rate increases and sample bill effects at stated usage levels. They should not be added together or treated as one guaranteed increase.

Joint-proposal delivery-rate examples

Con Edison says the joint proposal would increase annual average delivery rates by 2.8% for electric service and 2% for gas service. Its examples show the following monthly bill effects at specific usage levels:

These are Con Edison examples based on the listed monthly consumption and delivery-rate changes, not personalized estimates. The utility says other adjustments are reconciled separately and can affect final bills. The joint proposal is described as a three-year plan through December 31, 2028, focused on grid resilience and reliability, state energy-law support, gas-system safety and reliability, and rising demand as customers adopt electric vehicles and electric heating.

Why did my Con Edison bill go up?

Your bill combines charges that can change for different reasons. Supply charges reflect the energy purchased to serve you; Con Edison says it passes those costs through without profit. Delivery charges cover the utility’s delivery service and are affected by filed rates and adjustments. A change in either component can affect the total, and a change in your usage can outweigh or offset an average rate trend.

Weather can raise electricity use during hot periods and increase heating-related gas use in cold periods. Demand and market conditions can also influence supply costs. That is why a household may see a higher bill even when the average outlook for its service area is flat or down—or a lower bill despite an average increase.

How can I check what changed on my own bill?

  1. Compare the bills. Check the billing-period dates, electricity in kWh and gas in therms against the prior bill or the same period last year. Differences in billing days or weather can make a direct monthly comparison misleading.
  2. Review the charge breakdown. Look separately at supply, delivery and adjustment lines to see which component changed. Your account’s service classification and supply arrangement also matter.
  3. Track usage. Con Edison offers usage tracking through My Account and a Home Energy Analysis with customized efficiency suggestions. Its 2026 outlook page also discusses the effects of usage and supply costs.
  4. Check current rates and filings. Use Con Edison’s rate information for an accessible summary, then consult the official tariff schedules and adjustment statements filed with the New York State Public Service Commission for authoritative details.

Con Edison cautions that its web summaries do not replace PSC-filed schedules and statements and may not reflect the latest filings. The PSC regulates utility rates and terms; filed documents are the reference for exact tariff provisions.

Can I get help paying a Con Edison bill?

Eligible residential customers may qualify for the Energy Affordability Program (EAP) through qualifying government benefits, or for the Enhanced Energy Affordability Program (EEAP) through an income-based route. Con Edison’s assistance page lists current eligibility rules, 2026 income thresholds, discount tiers and application instructions.

Government-benefit eligibility through EAP

EAP eligibility is available to customers receiving listed government benefits. Some qualifying programs may lead to automatic enrollment; others require customers to apply. Check the current program page for the benefit list and instructions that apply to your situation.

Income-based eligibility through EEAP

The EEAP income-based pathway is for residential customers with Con Edison electric and/or gas service who meet the household-size income thresholds and are not already enrolled in EAP or a qualifying government-assistance program. Applicants must provide proof of household income for the past month, such as pay stubs, Social Security or pension statements, or self-employment records. Approved applicants are enrolled for 18 months and must recertify to continue.

Con Edison reported on July 23, 2026, that more than 20,000 customers had applied for EEAP and were receiving discounts of up to $168 monthly. That is a dated company-reported figure, not a permanent maximum. The utility also reported that EAP served more than half a million customers in 2025 and that it provided more than $500 million in EAP discounts over the prior two years.

What can budget billing and payment plans do?

Budget billing can smooth seasonal payment swings by spreading costs more evenly across monthly bills. It changes when you pay, not how much energy you use, and does not itself reduce your total energy cost. Customers who have fallen behind can ask Con Edison about payment plans through its payment and assistance options.

Where can I find exact rate details?

Start with your own bill and Con Edison account tools for account-specific usage and charges. For the governing rates and terms, consult the current schedules and adjustment statements on file with the New York State Public Service Commission. Con Edison’s summaries are useful for context, but the utility says they are not substitutes for the official filed documents.
