The presentation is not described as an approval vote: the airport says a review period will follow, with council considering the agreement at a later meeting. The financial terms, agreement length, review-period duration and total cost of the related CLT Beyond projects have not been disclosed in the airport’s public update.
What is the proposed CLT airport lease?
The proposed Airline Use and Lease Agreement (AULA) sets the business relationship between Charlotte Douglas International Airport and its partner airlines. According to CLT’s October 8, 2026 update, that relationship includes property rights, airport and airline operations, maintenance and repair obligations, and financial commitments.

The existing agreement took effect July 1, 2016, and was scheduled to expire June 30, 2026. The airport says it was extended to allow more time to negotiate a long-term agreement, but its October 8 update does not give the extension’s end date or the proposed new agreement’s term.
Which airlines are part of the agreement?
CLT names five signatory airlines in the negotiations:

The airport describes the proposed framework as resting on four pillars: capital development, strengthening its financial position, operational flexibility and preserving airport assets. Those are CLT’s stated aims for the framework, not disclosed financial or operating terms.
Will City Council vote on the lease Monday?
No final approval vote is described for October 12. The airport scheduled the presentation for the Council Action Review portion of the meeting, at 5 p.m. in Room 267 of the Government Center, with a city stream planned. CLT says a review period will follow the presentation and that council will consider approval at a subsequent meeting. It has not stated how long the review period will last or when the later consideration will occur.

What would CLT Beyond pay for?
The proposed agreement is tied to CLT Beyond, a package the airport describes as nearly a dozen projects across the terminal, airfield and airport campus. Publicly listed highlights include:
- Expanding Concourse C with additional gates.
- Building a passenger tunnel between the main terminal and the expanded Concourse C.
- Renovating international arrivals areas.
- Improving the airfield to support the opening and operation of the fourth parallel runway.
- Replacing and modernizing electrical systems and upgrading other critical infrastructure.
- Planning and design for future international gate facilities and a future terminal atrium expansion.
Axios Charlotte reported on October 7, 2026, that the fourth parallel runway was expected to open in fall 2027. That is runway context, not a published CLT Beyond completion date. Axios also noted that the 2024 Concourse A Phase II expansion added 10 gates and cost $241 million; that historical project is not a cost estimate for CLT Beyond.

How much will CLT Beyond cost, and what are the lease terms?
The public updates do not state CLT Beyond’s total cost or the proposed lease’s financial commitments, allocation method or duration. Axios reported that an airport spokesperson declined to provide an estimated CLT Beyond cost. These figures are undisclosed in the cited public accounts; that does not establish that internal estimates or negotiated terms do not exist.
CLT says negotiations are protected under North Carolina General Statute 132-6(d), which it identifies as covering “Economic Development Records,” until negotiations are complete. The airport’s stated explanation means the October 12 presentation should not be assumed to include a full public draft or complete term sheet.

What remains to be decided?
Until the later council consideration and further disclosure, readers cannot assess the proposed deal’s detailed trade-offs. The key items not stated in the October 8 airport update are the new agreement’s length, airline financial commitments, project funding and phasing, the review period’s duration, and the date of council’s later consideration. The Charlotte Ledger’s October 7 introduction characterized the deal as tentative and anticipated public debate in the coming weeks, but its article body is subscriber-only.
