Starbucks Australia now lists a café at the approved site, at 80 Key Largo Drive, open daily from 6:00am to 7:00pm. The proposal’s 24-hour operating plan was not the café’s current published schedule.
What happened to the Clarkson proposal?
The Metro Outer Development Assessment Panel unanimously approved the joint development on Thursday, 7 March 2024, subject to 17 conditions. The decision resolved the earlier question of whether the project could proceed; it is no longer awaiting a state planning decision. PerthNow’s report on the decision covered the panel’s approval and the planning assessment.
The site is on the corner of Neerabup Road and Key Largo Drive, around 30 kilometres north of Perth CBD, according to contemporaneous reporting. The approved concept paired a drive-through Starbucks café with a 7-Eleven service station. The proposed Starbucks building measured 220 square metres and was designed to seat up to 74 patrons. The application proposed 24-hour operation for both businesses; that was the plan considered in 2024, not a statement of current opening hours.
What did the plan include, and what conditions mattered?
The City of Wanneroo responsible authority report recommended approval. The panel’s conditions addressed issues including noise and light for nearby residents. Reporting also said the panel removed a proposed restriction that would have limited delivery trucks to 7:00am–7:00pm. The applicant argued that the restriction could affect deliveries of fresh food and milk.

The responsible authority report was quoted as concluding that the proposal would not have an unacceptable impact on the road network or surrounding amenity. That was the assessment’s conclusion, not a measurement establishing how the development has affected the area since opening.
What concerns did residents raise?
The application consultation received 37 responses, as reported by PerthNow: 23 opposed the proposal and 12 supported it. The reporting did not state the position of the other two responses, so they should not be counted as neutral. Concerns included additional traffic and the presence of four nearby petrol stations.

The responsible authority report put the estimated development value at $4 million, as reported by PerthNow. That is an estimate associated with the planning application, not a current property valuation or a figure for either business alone.
Where is the Starbucks, and when is it open?
Starbucks Australia’s store locator lists Starbucks Clarkson at 80 Key Largo Drive, Clarkson, WA 6030. Its published hours are 6:00am to 7:00pm every day. The listing identifies a drive-through and notes nearby Clarkson Shopping Centre. Check the official listing before travelling, as store hours can change.

Is the 7-Eleven operating there now?
A commercial property listing describes the development as newly built and leased to Starbucks and 7-Eleven from November 2024, and records a sale in 2025. This indicates the approved project progressed to a developed, tenanted property. However, that listing is not direct confirmation of current 7-Eleven operations, and current official 7-Eleven opening hours have not been established here. The proposed 24-hour schedule should not be treated as verified current hours.
