Verdict: City Traders Imperium (CTI) is not proven to be a scam, but it is not a regulated broker and it does not give traders conventional access to a live $4 million brokerage account. CTI’s own terms describe its programs as simulated trading services using demo accounts and fictional funds.
That distinction matters. You are paying for an evaluation, simulated trading environment, education and related services—not depositing money with a broker. The main financial risk is losing a non-refundable program fee or having a payout rejected after CTI decides that your trading breached a broad rule or risk standard.
CTI appears to be an operating prop-trading evaluation business with a long public track record and published payout examples. However, inconsistent payout wording and wide contractual discretion mean it should be treated as a high-risk service purchase, not as guaranteed access to real trading capital.
What City Traders Imperium actually sells
CTI is a trade name of CTI FZCO, company number DSO-FZCO-21340, registered in Dubai Silicon Oasis, Dubai, United Arab Emirates. Its terms say that:

- The balances displayed are fictional.
- CTI does not hold, manage or trade client money.
- CTI is not a broker, financial institution, custodian or investment adviser.
- Fees purchase access to testing, educational content, dashboard tools and simulated trading services.
CTI’s public disclosures also state that CTI FZCO and City Traders Imperium Limited do not accept client deposits or place live market orders.
Consequently, the frequently repeated claim that CTI gives every trader a real $4 million account is wrong. The $4 million figure refers to the maximum potential allocation across eligible accounts. It is not a cash deposit, and it does not represent live capital placed under your control.
CTI programs compared
The programs have materially different rules. Choosing one based only on the advertised account size can lead to an avoidable breach.

All of these figures and permissions are subject to CTI’s current website rules, account terms and any conditions shown in the trader dashboard. Promotions, prices and program specifications can change.
1-Step Challenge
The current 1-Step page lists account sizes from $2,500 to $100,000. Displayed prices start at $29 for the $2,500 account and $449 for the $100,000 account, although discounts and prices may change.
The headline rules are an 8% profit target, a 5% trailing balance-based drawdown, no daily drawdown, at least three profitable trading days and no time limit. News trading, overnight holding and weekend holding are allowed. The page also permits third-party EAs and lists Martingale as allowed. Profit share starts at 80%.
Those permissions are not unlimited. CTI’s terms still prohibit overleveraging, overexposure, one-sided bets, account rolling, abusive automation and trading that CTI considers inconsistent with market-standard risk management. CTI says it may remove trades, reduce leverage to 1:5 or cap maximum risk per trade at 1% in response to activity it considers too risky.

2-Step Challenge
The 2-Step route has a 10% target in phase 1 and a 5% target in phase 2. Both phases use a 10% maximum static drawdown and a 5% daily drawdown calculated from the start-of-day balance. Each phase requires at least three profitable trading days, with no stated time limit.
News, overnight and weekend trading are allowed. Personal EAs are allowed, but third-party EAs and Martingale strategies are prohibited. A trader moving from the 1-Step program to the 2-Step program therefore cannot assume that the same strategy or automation is permitted.
Instant and Direct Funding
Instant Funding does not have an evaluation phase. The initial balance is 50% of the advertised account size, and the program uses a 6% static drawdown with no daily drawdown or time limit. News, overnight and weekend trading are allowed. CTI lists a 50% starting profit share, with the possibility of higher shares after scaling and VIP qualification.
Direct Funding is different: it advertises the full nominal balance from the first day, a 6% static drawdown, a 70% profit share from the first trade and no minimum profitable-day requirement. Both Instant and Direct Funding advertise scaling of up to $2 million per account and $4 million across two accounts. Again, these are simulated allocations, not live brokerage balances.
The biggest risk: broad trading restrictions
CTI’s marketing uses phrases such as “trade your style,” but the legal terms give the firm substantial discretion over what it considers prohibited or abusive. They prohibit, among other things:

- Exploiting pricing errors, delayed quotes or service bugs.
- Using external or slow data feeds.
- Coordinated or opposite-position trading across connected accounts or other firms.
- Ultra-high-speed, mass-data-entry, artificial-intelligence or other methods CTI considers unfair.
- Gap trading around major news, corporate events or market closures, as determined by CTI.
- Arbitrage involving another CTI account or a third-party account.
- Multiple same-sized accounts used in a way CTI considers exploitative.
- Overleveraging, excessive exposure, one-sided bets and account rolling.
The terms also refer to trades that do not follow “market standard risk management rules” and allow CTI to decide whether a method, trade or situation violates those standards.
This creates an important edge case. Martingale is listed as allowed on the current 1-Step page, but that does not override the broader anti-abuse clauses. A trader can use a technically permitted method and still face an account review if the position sizing, exposure or pattern is judged excessive.

Payouts: advertised timing is not an unconditional promise
CTI’s program pages currently advertise the following:
- 1-Step: first withdrawal after 7 days.
- Instant Funding: first payout after 5 days.
- Direct Funding: payout on demand from day 5.
- Homepage: approved rewards processed within 24 hours.
But CTI’s March 2026 payout article gives additional requirements for Instant Funding, including:
- At least 10 active trading days.
- At least $100 profit or 2% of the account balance.
- A payout account in the trader’s own name.
- Completed KYC before the first payout.
- A description of at least 0.5% profit per day for the five-day example.
Those conditions do not line up neatly with the sales page’s simpler “first payout after 5 days” wording. The 1-Step page’s seven-day wording also differs from an older CTI article that described seven profitable trading days and 2% profit.
The safe conclusion is that a five- or seven-day payout should not be treated as guaranteed. Before purchasing, check the current dashboard and account-specific terms, save screenshots of the rules and ask support to clarify any contradiction in writing.
KYC and account reviews
CTI’s terms allow it to request extensive verification. This can include:
- A passport, identity card or driving licence with at least three months before expiry.
- Proof of address issued within the previous three months.
- A selfie or live video check through SumSub.
- Explanations or recordings of demo trades.
- Statements from current or former prop firms or brokers.
- Algorithm source code or documentation for API connections.
The terms say that requests may require a response within 24 hours. Failure to respond, providing inaccurate information or failing a verification check can result in suspension or termination. Traders using EAs, APIs, multiple prop firms or unusual execution patterns should understand these requirements before paying.

CTI’s terms provide a 14-day consumer withdrawal period, but starting demo trading before that period expires generally removes the withdrawal right. A withdrawal request must be emailed to [email protected]. Failing the challenge or cancelling an account does not by itself create a refund entitlement.

The terms also state that after dashboard access is provided and a demo transaction is executed, the trader should not initiate a chargeback. CTI says it may suspend associated accounts, seek the disputed fee plus payment-gateway administration charges, refuse to restore the account and restrict future card payments.
CTI also reserves the ability to modify, replace, add or remove service features. Its terms say changes can apply to existing contracts and that a trader who disagrees must reject the change by emailing support; otherwise, acceptance may be deemed. This is a significant disadvantage for anyone expecting a fixed rulebook.
A contract also terminates automatically if the client does not open at least one demo transaction during 30 consecutive days.

CTI’s current public listings name MetaTrader 5 and Match-Trader as its platforms. The current guidance says US-based traders use Match-Trader, while traders elsewhere may select MT5.
Claims that CTI currently offers cTrader, DXtrade or TradingView as separate CTI account platforms appear outdated or unsupported by its current official listings. Match-Trader may provide TradingView-style charting, but that is not the same as opening a separate TradingView trading account.

CTI’s Trustpilot profile shows a rating of about 4.2 from roughly 2,000 reviews at the time of the latest research, including 82% five-star and 6% one-star reviews. That is useful evidence that many customers report positive experiences, but it is not an audit of payout records, liabilities or solvency. Trustpilot itself notes that reviews represent individual opinions and that companies can invite reviews.
CTI publishes payout examples and says approved rewards can be processed within 24 hours. These are company-published claims, not independently audited payout data. Complaints on Trustpilot and Reddit mention delays, rule disputes and disagreements over stops or risk rules. Such reports show that disputes exist; they do not, on their own, prove fraud or establish that every disputed payout was valid.

Who should—and should not—use CTI?
CTI may suit a trader who:
- Understands that the account is simulated.
- Can afford to lose the program fee.
- Uses straightforward risk management and avoids ambiguous tactics.
- Is comfortable with KYC, trade explanations and possible algorithm reviews.
- Checks the exact payout rules before trading.
It is a poor fit for anyone who needs a regulated broker relationship, guaranteed live capital, an immutable rulebook, broad refund flexibility or a guaranteed payout after exactly five days. It is also unsuitable for traders relying on latency arbitrage, account mirroring, aggressive scaling or strategies that could be characterized as one-sided or overexposed.
How to reduce the risk before buying
- Read the legal terms, not only the comparison table. Pay particular attention to prohibited methods, account termination, KYC and rule-change clauses.
- Save the current rules. Keep screenshots or PDFs showing the program, drawdown calculation, EA policy and payout requirements on the purchase date.
- Ask about contradictions. Get written clarification on whether the five-day or seven-day payout period is subject to active-day, profit or consistency requirements.
- Use conservative risk. Do not assume a listed permission, such as Martingale on 1-Step, protects you from broader risk-management rules.
- Verify platform and country access. US traders should expect Match-Trader under the current guidance.
- Complete KYC early. Ensure your name, address and payment details are consistent before requesting a payout.
- Pay only what you can lose. A challenge fee is a service expense, not an investment deposit.
FAQ
Is City Traders Imperium a scam?
It has not been proven to be a scam. CTI appears to operate a simulated-trading evaluation business and publishes customer reviews and payout examples. However, it is not a regulated broker, and its broad rule and payout-discretion clauses create meaningful financial and contractual risk.
Does CTI provide real trading capital?

The Bottom Line
City Traders Imperium is not demonstrably a scam, but it is not a conventional or regulated funding provider either. You are buying access to a simulated trading program whose rewards depend on passing the rules, satisfying verification checks and having CTI accept your trading activity as compliant.
The firm may be reasonable for disciplined traders who understand that distinction and can afford to lose the fee. It is a poor choice for anyone expecting guaranteed live capital, fixed rules or an unconditional five-day payout. Confirm the current terms and dashboard rules, document them before trading and treat the fee as money at risk.
