The City of Joondalup adopted its 2022–23 Annual Budget on 28 June 2022. The budget set a 4.09% increase in rates revenue compared with 2021–22, while leaving minimum rates unchanged. That 4.09% was an aggregate revenue figure—not a uniform increase to every property’s rates bill.
What the 4.09% increase meant
The City’s budget proposed a 4.09% rise in total rates revenue over 2021–22. It also set general rate revenue at $104.6 million, excluding specified area rates. These are budget-wide figures, not a calculation of the change for any one household. City of Joondalup, 2022–23 Annual Budget
The budget used differential rates for residential, commercial and industrial properties, with separate improved and vacant categories. An individual bill depends on the property’s valuation, its rating category, the applicable minimum payment and any specified area rate. The headline percentage alone is not enough to work out a ratepayer’s bill.
The City said minimum rates would not be adjusted. It also estimated that about 67% of residential properties would still have a general rates levy below their 2019–20 amount. That comparison concerns the general rates levy and does not establish what any particular property owner paid.

Why the City set rates at that level
The budget explained that general rates were set to cover the gap between planned expenditure and income from other sources. The City also cited inflationary pressure on its costs. The $104.6 million general-rate figure excludes specified area rates, so it should not be read as total rates revenue including those charges.

What residents said before the decision
The council minutes record 49 submissions during the advertised period for the differential rates proposal. Most submissions that addressed the proposed increase objected, citing economic conditions or City spending on projects and operations. The minutes also record a submission in support of the proposed rates, along with submissions seeking clarification or raising other matters; it would be inaccurate to say all residents opposed the increase. The decision was made in 2022, not for the current rates year
Council adopted the 2022–23 Annual Budget at its meeting on 28 June 2022. The City’s later council minutes also identify that date as the adoption date. The 4.09% figure describes that historical budget and should not be used as a current Joondalup rates schedule or to estimate a current bill.
