They took effect February 10: 15% for coal and LNG and 10% for crude oil, added to—not substituted for—other applicable import duties. Later changes to China’s broader U.S.-goods tariffs did not, by themselves, repeal these February energy-specific duties.
What China targeted and when the tariffs took effect
The Customs Tariff Commission of the State Council announced the measure on February 4, 2025, with an effective date of February 10, 2025. It applied to covered goods originating in the United States, not to energy imports from every country. The commission’s Announcement No. 1 of 2025 identifies the detailed product coverage in two annexes.
China described the move as a response to the U.S. government’s February 1 announcement of a 10% tariff on Chinese goods, which the Chinese notice called a unilateral tariff increase. That is the Chinese government’s stated rationale, not an independent legal finding.
Original additional rates on U.S. energy imports
| Product | Additional duty announced February 4, 2025 | Effective date |
|---|---|---|
| Coal | 15% | February 10, 2025 |
| Liquefied natural gas (LNG) | 15% | February 10, 2025 |
| Crude oil | 10% | February 10, 2025 |
These figures are the product-specific duties announced in February, not necessarily the full amount due at customs. The commission’s English translation states: “For imported goods listed in the attachment originating from the United States, corresponding tariffs will be imposed on top of the current applicable tariff rates.” The official notice therefore makes clear that the added rates were layered onto applicable rates already in force.

How later changes to broader tariffs fit in
In May 2025, the United States and China agreed to temporarily reduce parts of the broader additional tariffs each had applied during the trade dispute. The joint statement said China would suspend 24 percentage points of the broader rate imposed under Announcement No. 4 for an initial 90 days while retaining 10 percentage points. It also addressed measures under Announcements No. 5 and No. 6. The May 12 joint statement describes that agreement.
China’s May 13 implementation notice set the changes to take effect at 12:01 p.m. on May 14, 2025. It adjusted the broader Announcement No. 4 rate from 34% to 10%, suspending the remaining 24 percentage points for 90 days, and ended the measures under Announcements No. 5 and No. 6 from that date. On November 5, 2025, China’s Ministry of Finance said the 24-percentage-point suspension under the broader Announcement No. 4 measure would continue for one year from 13:01 on November 10, 2025, while the 10-percentage-point additional rate would remain. That notice concerns the broad additional tariff; it does not say that the separate February energy duties were repealed. See the November 5 notice.

A Reuters factbox republished by Investing.com on May 12, 2026, reported total stated Chinese tariff rates of 20% on U.S. crude oil, 25% on U.S. LNG, and 28%–31% on U.S. coal. Reuters described the totals as combining the February energy-specific duty with a broad 10% levy; for coal, the calculation also included existing import duties of 3%–6%. The figures are those reported on that article’s publication date, not a guarantee of the rate for every tariff classification today. See the Reuters factbox republished by Investing.com.

- Walthers Cornerstone United Petroleum Refining Kit
For a shipment, the applicable total can depend on its customs classification, origin and the tariff measures in force at the time of entry. The cited notices establish the original product-specific duties and the later changes to the broader tariff regime, but do not establish a complete current customs schedule for every tariff line. Importers calculating landed cost should verify the exact classification and current treatment rather than applying a headline rate to all crude, LNG or coal.
