China’s Frozen Henan Bank Deposits: Protests, Reported Injuries and Repayments

Depositors unable to access savings at rural banks in Henan and Anhui protested in 2022. Here’s what reporting established about injuries, repayments and later detentions.

In 2022, depositors who could not access savings held at rural banks in Henan and Anhui protested in Zhengzhou. Reuters reported that several protesters said they were injured when security personnel dispersed a demonstration on July 10. The episode was part of a wider frozen-deposit crisis tied to an alleged fraud—not evidence that every depositor was attacked or that one verified policy targeted all of them.

What happened to depositors’ money?

Deposits at four rural lenders in Henan and one in Anhui became inaccessible in 2022 amid an alleged financial fraud. Reuters reported authorities’ account of a complex scheme involving a private financial group with stakes in lenders, alleged collusion with bank staff, fabricated data and siphoned funds. Those are reported allegations and official explanations, not a complete adjudicated account of every frozen deposit.

For customers, the immediate issue was straightforward: they could not withdraw money from the affected accounts. That describes access to deposits; it should not be conflated with a confirmed total of funds stolen, the amount each customer could claim, or the number of people who later received repayment.

Were depositors attacked at protests?

Depositors gathered in Zhengzhou to demand access to their savings. Reuters reported that several people said they were injured when security personnel dispersed a July 10, 2022 demonstration. Protest footage cited by Reuters captured demonstrators shouting, “Henan banks, return our savings!”

The evidence supports reporting injuries described by some protesters during the dispersal. It does not establish that every depositor was attacked, or that all forms of pressure described in separate accounts were part of a single centrally directed policy.

What was reported about health codes?

Before a planned demonstration, depositors told Reuters that their health-code apps had turned red and interfered with travel. Reuters said it could not determine whether the changes were intended to prevent people from protesting or had another cause. The accounts are reports by depositors; intent was not established.

What happened after the 2022 demonstrations?

The protests and pressure on depositors were not confined to 2022. In a June 2024 investigation, Reuters reported that three depositors remained in custody after a February protest, citing people with direct knowledge. Reuters said its reporting drew on protest footage, arrest notices and interviews. The relevant public-security bodies and ministry did not respond to its requests for comment.

Peter Dahlin of China-focused human-rights monitor Safeguard Defenders told Reuters: “Four months of detention for something as small as participating in a peaceful protest speaks volumes about the government’s inability to handle this slowly growing crisis.” That is Dahlin’s assessment, not a court finding or an independently established characterization of the detainees’ conduct.

How many people and how much money were affected?

Published estimates differ substantially. The U.S.-China Economic and Security Review Commission’s 2022 report described more than 3,000 depositors and over $210 million (RMB 1.4 billion) affected. Reuters in 2024 described about 600,000 people losing savings in a $4.2 billion fraud. The sources do not reconcile these figures; they may reflect different scopes, information or accounting.

These estimates should not be combined or treated as a settled final count. “Deposits frozen,” “funds allegedly siphoned,” “claims eligible for repayment” and “customers still unpaid” refer to related but distinct categories.

Were depositors repaid?

Henan announced repayment in batches in 2022, including a third round for eligible customers whose deposits fell within a specified range. Anhui also announced repayment. Reuters reported in June 2024 that local governments had compensated many customers with smaller deposits, while people familiar with the matter estimated that more than 1,000 depositors remained unpaid.

The reporting available through June 2024 does not establish whether those unpaid claims were resolved afterward. Nor does the fact that repayment rounds were announced show that every depositor qualified, received money, or recovered the full balance.

What accountability has been reported?

Reuters reported that an official Henan court social-media account said five people connected to Xincaifu were tried and sentenced in February 2024 to prison terms ranging from 14½ to 16½ years. That report does not establish the full case record, the status of any appeals, or the current status of every person involved.

In 2022, Reuters also reported that two banking-regulator officials and a Zhengzhou central-bank official were under investigation for suspected violations. The reporting does not establish that those investigations produced findings tied to the frozen deposits.

What is known—and what remains uncertain

  • Four rural lenders in Henan and one in Anhui were involved in the 2022 frozen-deposit crisis amid an alleged fraud scheme.
  • Some protesters said they were injured when security personnel dispersed a Zhengzhou demonstration; separate health-code reports did not establish the intent behind the changes.
  • Repayment was announced in batches, but Reuters reported in June 2024 that sources estimated more than 1,000 people were still unpaid.
  • Reuters reported three depositors remained in custody after a February 2024 protest and reported prison sentences for five Xincaifu-connected defendants.
  • The reporting cited here does not establish the later status of unpaid claims, the reported detainees, appeals, or the banks after June 2024.

Reuters’ June 4, 2024 report is the latest substantive follow-up covered here. Claims about what happened after that date should not be presented as current without newer confirmation.
