China announced sanctions on Boeing in St. Louis on December 26, 2025, in response to a U.S. arms-sales announcement for Taiwan. The related package comprised eight agreements and was valued at $11.15 billion by Taiwan’s Defense Ministry, as reported by the Associated Press (AP). The sanctions do not name every Boeing business, and a separate $14 billion package discussed in October 2026 was still pending—not newly approved.
What China announced—and when
China’s Ministry of Foreign Affairs issued Decree No. 19 on December 26, 2025, and made it effective the same day. The order lists 20 U.S. military-related companies, including “Boeing in St. Louis,” and separately names 10 senior executives. China’s Decree No. 19
The ministry said the countermeasures answered the latest U.S. announcement of arms sales to what it calls China’s Taiwan region, and accused the listed companies of engaging in arming Taiwan. That is the Chinese government’s stated rationale, not a neutral determination of the competing political claims. Which Boeing business was targeted?
The decree names Boeing in St. Louis. It does not establish that China imposed a blanket sanction on every Boeing business, nor does it quantify any effect on Boeing’s broader operations. The order’s listed scope should not be expanded beyond its wording.

What the sanctions provide for
- The listed companies’ property in China is to be frozen.
- Organizations and individuals in China are prohibited from engaging in related transactions or cooperation with the listed companies.
- The 10 named executives face asset freezes, restrictions on transactions and cooperation, and entry bans.

No. Reuters reporting dated October 6 and 7, 2026, described a separate potential $14 billion package that President Donald Trump had held back. It was not a new approval of the December 2025 package. Taiwan’s defense minister said he had not heard that the pending proposal would be split into smaller chunks; Taiwan’s Washington envoy Alexander Yui described relations as robust and stressed timely delivery of defense equipment.
