Chinese authorities reportedly instructed domestic companies to stop using cybersecurity software from about a dozen U.S. and Israeli vendors, according to a Reuters report published January 14, 2026. VMware, Palo Alto Networks, Fortinet and Check Point were among the companies named. But the evidence does not establish a publicly issued, nationwide ban: Reuters cited people briefed on the matter, and the scope, legal status, deadline and enforcement mechanism remain unclear.

What Beijing reportedly ordered

Reuters reported that Chinese authorities told domestic companies to stop using cybersecurity software supplied by more than a dozen U.S. and Israeli firms, citing national-security concerns. The report did not establish whether “stop using” means that companies must:

As an Amazon Associate I earn from qualifying purchases.

  • stop making new purchases;
  • stop renewing licenses or support contracts;
  • remove software already installed;
  • replace products only in government and state-owned environments; or
  • follow a broader instruction covering selected private companies and other domestic entities.

That distinction matters. A procurement restriction is materially different from an immediate operational shutdown. A customer might be prohibited from buying or renewing a product while continuing to run it temporarily, or it might be required to remove the product and migrate to an approved substitute. The available reporting does not resolve which scenario applies.

Reuters also said it could not determine how many Chinese companies received the notice. No public Chinese government document confirming the complete vendor list or setting out a nationwide enforcement timetable was identified in the reporting used here. Accordingly, this should be described as a reported internal directive or phaseout instruction, not as a verified formal ban.

Which vendors were reportedly affected?

Names repeatedly identified

The vendors identified across Reuters reproductions included:

  • VMware, now owned by Broadcom;
  • Palo Alto Networks;
  • Fortinet; and
  • Check Point Software Technologies.

The inclusion of Check Point is significant because it indicates that the reported action was not limited to U.S. companies. The stated rationale was national security and foreign technology dependence, rather than a measure aimed solely at American suppliers.

Additional names attributed to one Reuters source

A larger list attributed to another Reuters source included Mandiant, Wiz, CrowdStrike, SentinelOne, Recorded Future, McAfee, Claroty and Rapid7. That list should not be presented as a publicly confirmed Chinese blacklist. It reflects source-based reporting about the alleged notice.

Some secondary accounts have mentioned additional Israeli companies, including CyberArk. The available reporting does not establish a definitive official list, so those names require particular caution.

What products might be covered?

The phrase “cybersecurity software” is broad. It can encompass network firewalls and secure-access tools, endpoint agents, cloud-security platforms, security-information and event-management systems, vulnerability-management products, industrial-security tools, threat-intelligence services and managed-security offerings.

The report did not identify product families, software versions or contract types. It therefore does not establish that every product sold by a named company is affected.

For VMware in particular, the report should not be interpreted as a ban on every VMware or Broadcom product. VMware has a wide portfolio spanning virtualization, cloud, networking and management. The reported issue concerns cybersecurity software, although security products may be integrated with broader virtualized infrastructure.

Similarly, the report does not establish whether the alleged instruction covers Fortinet appliances, cloud services, subscriptions, technical support, threat-intelligence feeds or all of those categories. The same product-level uncertainty applies to Palo Alto Networks, Check Point and the other named vendors.

Why would China target foreign cybersecurity tools?

Cybersecurity products occupy an unusually sensitive position in an organization’s technology stack. They may have privileged access to endpoints, network traffic, identity systems, logs, telemetry, software-update channels and incident-response controls. From Beijing’s perspective, dependence on foreign suppliers can create concerns about supply-chain exposure, data access, update integrity and geopolitical leverage.

The reported action also fits China’s broader emphasis on digital sovereignty, domestic technology capacity and control over critical information infrastructure. China’s official cyber-governance language emphasizes the right of countries to choose technology according to their national conditions and to develop independent technology capabilities. Its July 2026 position paper on global cyber governance provides that broader policy context.

That context does not prove the legal basis of the January report, and it does not show that any named vendor installed a backdoor or committed misconduct. The available evidence establishes a reported national-security rationale, not proof of a specific vulnerability, espionage incident or malicious action by the companies.

How China’s cybersecurity rules provide context

China already has legal mechanisms covering cybersecurity-product requirements and the security review of technology used by critical-information-infrastructure operators. The Cybersecurity Law text and related government information address security certification or testing for certain network-security products and national-security review of products and services procured by critical-information-infrastructure operators.

The Cyberspace Administration of China’s explanation of network-security product requirements is also relevant to the distinction between certification, testing, procurement review and an outright operating ban.

These provisions explain how a foreign product could face regulatory or procurement scrutiny. They do not independently verify that the January 2026 report was issued under a particular law, ministry rule or published regulatory instrument.

Is this part of a wider move away from Western technology?

The reported directive is consistent with a wider policy direction toward technology that Beijing considers secure, controllable and domestically supportable. That direction can appear through several different mechanisms:

  • formal regulatory exclusion;
  • procurement preferences for domestic suppliers;
  • migration by state-owned enterprises;
  • domestic operating-system, hardware and cloud initiatives;
  • security reviews of foreign products; and
  • informal pressure to localize sensitive systems.

Those mechanisms should not be treated as interchangeable. A procurement preference does not necessarily prohibit continued use. A rule for critical infrastructure does not automatically apply to every private company. And a migration target for one technology category does not establish a universal deadline for replacing all foreign cybersecurity software.

Claims that China has required complete replacement by a specific year, including a blanket “100% replacement by 2027” deadline, should not be attached to this report without a primary Chinese document that actually covers cybersecurity software and the entities in question.

Potential impact on the named vendors

VMware and Broadcom

If the report is implemented broadly, VMware could face lost new sales, blocked renewals, reduced support revenue and pressure on Chinese customers using security tools alongside VMware-based infrastructure. A forced transition could also accelerate adoption of domestic virtualization, private-cloud and systems-integration platforms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

However, the report does not establish that all VMware products are covered. Broadcom’s wider portfolio should not be treated as affected merely because VMware was named in connection with cybersecurity software.

Fortinet

Fortinet could face exposure in firewall, secure-access, network-security and subscription-renewal activity. Chinese distributors, integrators and support partners could also be affected if customers are required to replace appliances or discontinue updates.

The reporting does not specify whether the alleged instruction applies to appliances, cloud services, subscriptions, support agreements or particular Fortinet product lines.

Palo Alto Networks

Palo Alto Networks sells products across network security, cloud security, endpoint protection and security operations. Any impact depends on which of those categories the reported notice covers, but no public product-level scope was provided.

Check Point

Check Point’s reported inclusion suggests that the issue reaches beyond U.S.-China trade tensions. It is more consistent with a broader concern about foreign-origin security technology and dependence on overseas suppliers, although geopolitical rivalry remains important context.

Other reported vendors

CrowdStrike, SentinelOne, Mandiant, Wiz, Recorded Future, McAfee, Claroty and Rapid7 could face similar questions about Chinese sales, renewals, channel relationships and support. The available material does not provide reliable vendor-specific revenue estimates or establish that the alleged directive would materially affect any company’s global financial results.

What Chinese customers would need to assess

Companies operating affected systems would need clear answers to practical questions before beginning a migration:

  • Must software be uninstalled, or only not renewed?
  • Will existing licenses remain valid?
  • Will security updates and threat-intelligence feeds continue?
  • Will products keep functioning if cloud connectivity is restricted?
  • Are locally hosted deployments treated differently from cloud services?
  • Can imported appliances continue receiving maintenance?
  • Where are telemetry, logs and support data stored?
  • Are multinational companies’ Chinese subsidiaries included?
  • Are private companies covered, or only government-linked and regulated entities?

These are not minor procurement details. A security platform can be deeply integrated with identity providers, endpoint agents, network policy, cloud workloads, log pipelines and global security operations centers. Replacing it may require policy conversion, data retention, retraining, new hardware, parallel operation and an incident-response plan.

The security trade-off of a forced migration

A domestic replacement program could reduce dependence on foreign suppliers and give Chinese organizations greater control over source, support, update channels and data residency. It could also strengthen China’s domestic cybersecurity industry and align technology purchasing with local security-review requirements.

But a rushed transition can create its own risks:

  • temporary gaps in endpoint, network or cloud visibility;
  • lost or poorly translated detection rules;
  • incompatible identity and access integrations;
  • interrupted threat-intelligence coverage;
  • difficulty preserving historical logs and forensic evidence;
  • higher short-term labor and implementation costs; and
  • new concentration risk if many organizations move to a small group of domestic suppliers.

“Domestic” does not automatically mean more secure or less secure. A meaningful comparison should examine update integrity, vulnerability disclosure, independent testing, incident response, interoperability, data access and support quality. Domestic products may also depend on foreign chips, open-source components, operating systems or cloud infrastructure.

What remains unknown

The significance of the reported instruction will depend on facts that have not been publicly established:

  1. Legal force: whether it is a law, regulation, ministry notice, procurement rule or internal instruction.
  2. Coverage: whether it applies to government agencies, state-owned enterprises, regulated sectors, selected companies or domestic companies generally.
  3. Product scope: whether it covers appliances, software agents, cloud services, subscriptions, support or threat-intelligence feeds.
  4. Timing: whether the requirement is immediate, tied to renewal dates or part of a multiyear phaseout.
  5. Enforcement: whether compliance will be checked through audits, procurement penalties, cybersecurity inspections or informal administrative pressure.
  6. Substitutes: which domestic products are approved, certified and operationally ready.
  7. Exceptions: whether locally hosted products, joint ventures, multinational subsidiaries or mixed foreign-domestic deployments receive different treatment.

What the report means for enterprise and investment readers

For cybersecurity vendors, China represents more than a sales territory: it can involve local distributors, support contracts, cloud connectivity, renewal revenue and multinational customers that need consistent policies across jurisdictions. A broad restriction could increase compliance and migration costs even where direct Chinese revenue is not the largest part of a company’s business.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For buyers, the issue is not simply whether a product carries a foreign brand. Procurement teams must consider certification, data residency, local support, global-SOC interoperability, export-control exposure, update reliability and the cost of operating two security stacks for China and the rest of the organization.

No reliable current price comparison follows from the report. Enterprise cybersecurity products are generally sold through negotiated subscriptions, appliances, channel partners and support contracts. The relevant financial measure for a migration would be total cost of transition: replacement licenses, hardware, implementation, policy conversion, training, data transfer, parallel running and rollback capability.

Bottom line

China has reportedly told domestic companies to stop using cybersecurity software from about a dozen U.S. and Israeli vendors, with VMware, Fortinet, Palo Alto Networks and Check Point among the names cited. The report is potentially important because it signals how national-security concerns and digital-sovereignty policy could affect a highly privileged layer of enterprise technology.

It is not yet accurate to describe the measure as a fully documented nationwide ban. The issuing authority, recipient list, product scope, deadline, enforcement process and complete vendor list remain unclear. Until a primary Chinese notice or further authoritative reporting answers those questions, the strongest conclusion is that Beijing has reportedly signaled a significant foreign-technology phaseout—not that every Chinese entity has been legally barred from every product made by every named vendor.
