China Is Offering Subsides to Boost Sales of Its Homemade GPUs: Report

Beijing’s documented program supports companies that invest in domestically controlled GPU chips, but the subsidy rate and national scope remain unspecified. Huawei and other Chinese suppliers stand to gain as China pursues greater AI-chip self-reliance.

Beijing has announced purchase-linked support for companies that buy domestically controlled GPU chips for intelligent-computing services. The measure is aimed at building a local supply chain, but the published Beijing notice does not establish a nationwide, fixed-rate subsidy.

What Beijing’s documented subsidy says

A Beijing Municipal Bureau of Economy and Information Technology document dated April 24, 2024 says: “Companies that purchase domestically controlled GPU chips for intelligent computing services will receive support based on a certain percentage of their investment.”

The wording ties support to a buyer’s investment rather than promising a rebate on every Chinese-made GPU sold. The document does not state the percentage, payment ceiling, application procedure, eligible chip list or timetable. It is therefore more precise to call this a Beijing purchase-support program than a confirmed nationwide subsidy.

Which companies and chips stand to benefit?

Huawei’s Ascend line

Reuters identified Huawei’s Ascend 910 as a widely viewed potential alternative to Nvidia products. The policy does not say that Huawei alone qualifies; its wording covers domestically controlled GPU chips, so other Chinese designers and suppliers could benefit if they meet local procurement requirements.

Other domestic suppliers

The available reporting does not provide a definitive beneficiary list or prove that every sale by a domestic chip company receives support. AP reported on June 29, 2026 that Nvidia’s AI-chip sales in China had stalled while Huawei and other domestic suppliers gained ground as Beijing encouraged locally designed chips. That describes a procurement and market-share shift, not proof that each transaction is subsidized.

Beijing’s self-reliance targets

The 2024 initiative was linked by Reuters to a goal of 100% self-reliance in smart-computing infrastructure hardware and software by 2027. U.S. restrictions on advanced-chip exports were reported as a major reason for reducing dependence on overseas suppliers.

A separate Reuters report in June 2026, citing Bloomberg, said China was discussing a roughly 2 trillion yuan (about $295.43 billion) five-year data-center buildout. A draft blueprint reportedly contemplated using local suppliers for at least 80% of technology such as AI chips. That plan was still in early discussions and could change; it should not be treated as enacted policy.

How the policy affects Nvidia in China

The immediate effect is political and commercial pressure: government-backed purchasing can steer data-center demand toward local suppliers, while export controls make Nvidia’s supply position less predictable. AP’s June 2026 report said Nvidia’s AI-chip sales in China had stalled as Huawei and other domestic vendors gained ground.

That does not establish that Nvidia is excluded from all Chinese sales, nor does it show that domestic chips match Nvidia on performance, software support or supply. Those comparisons require product-level testing and workload data that the cited policy reports do not provide.
