What changed in the conversion?
The change is the bank’s charter and regulator. Chemung Canal Trust Company moved from a New York state charter to a national bank charter and is now subject to OCC supervision, regulation, and examination, according to the company’s October 1, 2026 filing.
The filing describes continuity of the corporate entity and structure, not a merger or sale as part of the conversion. It gives the bank’s post-conversion name as Chemung Canal Trust Company, National Association. Read the October 1 filing.
Is this the same as the planned Canal Bank & Trust name?
No. The completed charter conversion and the planned public-brand unification are separate developments. On October 1, Chemung Financial Corporation announced plans to bring the Chemung Canal, Capital Bank, and Canal Bank brands together under Canal Bank & Trust, N.A. The company said it would introduce the name and logo in the coming months and roll them out across its footprint through 2027. That is a future brand plan; the conversion filing identifies the current post-conversion legal name as Chemung Canal Trust Company, National Association. See the company’s brand announcement.

Do customers need to take action?
The company said customers do not need to take action. It said existing accounts, checks, debit cards, online and mobile banking, loan payments, products, and services would continue as usual during the brand transition. This assurance comes from Chemung Financial Corporation’s October 1 announcement; the charter filing separately addresses the bank’s regulatory and corporate status.
How did the conversion unfold?
- April 3, 2026: Chemung Canal Trust Company filed an application with the OCC to convert from a New York-chartered trust company to a national bank. Its April 7 Form 8-K said the application was pending approval. Read the April filing.
- February 27, 2026: The OCC issued Bulletin 2026-4, “National Bank Chartering: Final Rule,” effective April 1. It clarified that national banks limited to trust-company operations and related activities may engage in non-fiduciary activities in addition to fiduciary activities. The OCC said the rule did not expand or contract its authority to charter national banks. - October 1, 2026: Chemung Financial Corporation reported that the OCC had approved the conversion and that it was complete. The bank began operating as Chemung Canal Trust Company, National Association.
- October 1, 2026: The company separately announced its planned brand unification, with implementation across its footprint through 2027.
What the company says about its size and history
In its October 1 release, Chemung Financial Corporation described itself as a $2.8 billion company operating 30 offices through Chemung Canal Trust Company, and gave 1833 as the trust company’s establishment year. The company called it the “oldest locally owned and managed community bank in New York State” and described its history as “nearly 200 years.” These are company-reported figures and characterizations, not independently verified measures.
