The October 1 announcement reports an agreement-signing ceremony and sets out the partners’ proposed project scope. It does not provide dated construction milestones, a verified account of work on site or a completion schedule. Its description of the planned development should therefore not be read as confirmation that construction is underway or that any facility is ready.
The announcement says NAB played a constructive role in bringing the two groups together and refers to concerns of “affectees.” It does not detail the history of that process or set out any affectee arrangements, eligibility rules or outcomes.
