Changan’s Rayong factory is already open and producing vehicles: the company inaugurated it on 16 May 2025 and reported 20,000 vehicles produced in its first year. The plant’s announced first-phase capacity is 100,000 vehicles a year, with a possible expansion to 200,000—figures that describe plans, not demonstrated output.
Where Changan’s Thailand factory is and when it opened
Changan’s production hub is in Rayong, Thailand. The company inaugurated the factory on 16 May 2025, describing it as its first comprehensive overseas new-energy-vehicle production base and a hub for ASEAN and global right-hand-drive markets. Changan’s inauguration announcement sets out that positioning.
The original “to build” framing is now outdated. In June 2026, Changan said the plant had produced 20,000 vehicles during its first year, including the DEEPAL S05 and NEVO Q05. This is a company-reported production milestone, not an independently audited figure. The company’s first-year update names the models and output.
How much Changan invested—and why the figures differ
Changan’s reported investment amounts vary by date and source. They should be treated as different published figures, not combined into a single definitive total.

The 2023 application was announced before China Changan Automobile Group was established as a state-owned group. On 29 July 2025, China’s State-owned Assets Supervision and Administration Commission said it had established China Changan Automobile Group, with SASAC exercising investor responsibilities on behalf of the State Council. That date matters: calling Changan state-owned describes the later ownership arrangement, not the status of the Thai investment application when it was announced.
Capacity, first-year output and planned local investment
The Thailand Board of Investment reported in 2023 that Changan applied for promotion for a plant with first-phase capacity of 100,000 EVs and hybrids per year. At the 2025 inauguration, Changan also described initial capacity as 100,000 vehicles annually, with a plan to expand to 200,000. The 20,000 vehicles the company reported for the first year are actual output as reported by Changan; capacity is the plant’s stated production potential. The figures are not interchangeable.

In May 2025, Changan also announced plans to increase locally sourced parts from 60% in 2024 to 80% by 2028. It expected localization to reach 68% in 2025 and said it worked with more than 37 Thai parts manufacturers. Those percentages and supplier counts were company statements and targets, not independently confirmed outcomes.
The same announcement said Changan planned to grow Thai employment from 611 people—80% of its employees—in 2024 to about 2,000, or 90%, by 2026. It also outlined a regional research and development center focused on right-hand-drive engineering, new-energy technology and AI, plus an international business center. These were announced plans; the cited updates do not establish that the employment targets or centers were achieved.

How Changan’s Rayong plant compares with BYD’s
BYD opened its Rayong factory on 4 July 2024, before Changan’s May 2025 inauguration. BYD said its plant had annual capacity of 150,000 vehicles and included stamping, painting, welding and final assembly. The available Changan announcements describe its announced capacity and models, but do not provide a comparable list of factory processes.

The comparison shows that BYD’s plant opened earlier and has a separately announced 150,000-vehicle annual capacity, while Changan announced an initial 100,000-vehicle capacity and a potential expansion. It does not establish equivalent production performance, that either factory has reached its stated capacity, or that Changan copied BYD. The cited BYD account does not provide a like-for-like export figure.

What Changan says about choosing Thailand
In a 15 May 2025 company announcement, Changan chairman Zhu Huarong said: “Thailand has ready infrastructure, clear electric vehicle support policies, and good relations with China, making it our first destination in our global expansion plan.” The statement is the company’s published account of his remarks, not an independent assessment of Thailand’s investment environment.
