Career Development: What Is It?

Career development means exploring work options, building skills and adjusting your direction over time. It can include growth in a role, a career change or further learning.

Career development is the ongoing process of understanding what you want from work, exploring options, building skills and experience, and adjusting your direction as your goals or circumstances change. It can mean growing in your current role, moving sideways, changing fields, learning something new, or pursuing a promotion—not just climbing a single career ladder.

What career development includes

Career development spans the choices and learning that shape a person’s working life. South Africa’s official competency framework defines it as “lifelong guidance for learning and work,” encompassing career information, advice, guidance, counselling, and planning. Its services may be offered at different ages and stages through schools, training institutions, employment services, workplaces, community organizations, and private providers: South African Career Development Services Framework.

It is a process a person participates in, but not one they have to manage entirely alone. Employers, educators, public services, mentors, and career professionals may all provide support or opportunities. What is available depends on the person’s setting and location.

How to approach your career development

A useful approach is to make a next-step plan and revisit it—not to assume there is one correct sequence or guaranteed promotion. The UK Government HR Career Framework, updated 5 January 2026, recommends mapping skills and interests, setting short- and long-term goals, and identifying development opportunities. It applies to the UK Civil Service HR profession, so use it as an example of planning practice, not as a universal standard: UK Government HR Career Framework.

  1. Take stock. Write down your interests, values, skills, experience, constraints, and what you want to change—or keep—in your working life.
  2. Explore options. Compare roles, work settings, and learning routes. Gather information and, where practical, speak with people in relevant jobs, shadow them, or seek work experience.
  3. Choose a near-term direction. Identify a realistic next step, then find out what skills, experience, or qualifications it calls for.
  4. Build and demonstrate capability. Practise, learn, or train in relevant areas, and keep evidence of what you can do—such as projects, responsibilities, or completed learning.
  5. Review the plan. Revisit your goals when your interests, circumstances, work, or available opportunities change.

This is a practical synthesis of official guidance, not a formal universal model. A career path may be linear, non-linear, or a mixture; it can cross job families or fields. The UK framework describes paths as personal and adaptable rather than prescribing a single template.

Career development and career pathways are related, but different

Career development is the broader process of learning, making choices, and managing changes in work. A career pathway is a more structured connection between education, training, and roles that can help someone enter or advance in a field. The U.S. Department of Labor describes career pathways as connected education and training steps between occupations, combined with support services: U.S. Department of Labor career pathways.

When comparing possible routes, consider how each option fits your interests and circumstances as well as its requirements. A pathway can make steps more visible, but it does not guarantee a particular job or outcome.

  • What does the role involve, and would its work suit you?
  • What skills, experience, or entry requirements does it call for?
  • What education or training route is available, and what time and cost would it involve?
  • Can you get work exposure or support while preparing?
  • What roles might follow, and how clear or flexible is that progression?

Where to find support

The International Labour Organization lists career-development support that includes information and advice, counselling, assessment, work exposure, coaching, mentoring, networking, advocacy, employability-skills training, and entrepreneurship training. Work exposure can include job shadowing or work experience. Which kind of help is useful depends on the decision you are facing or the capability you want to build: ILO Handbook for career development.

Possible starting points include a development conversation at work, public employment or education services, and trusted mentors. If you are considering paid coaching, assessments, or training, check the provider’s qualifications, the service’s scope, its relevance to your goal, the total cost, and whether it fits your needs. The existence of these support options is not an endorsement of any provider.

The ILO’s 2024 handbook presents an adaptable framework for career education and guidance programs, with particular value for youth-oriented programs. It is intended to support teachers, public employment service workers, policymakers, program developers, and career practitioners; programs and policy details vary by place and population: ILO Handbook for career development.

What career development can—and cannot—promise

Career development can help you make more informed choices, identify useful learning, and respond to change. It does not mean that every plan will lead to a promotion, higher earnings, or a specific job. The official sources cited here offer definitions, planning guidance, and descriptions of support, but do not establish a general success rate or earnings effect for career development.
