That entry establishes the recorded disposition and dates, but it does not explain the Bureau’s case-specific analysis. The public record cited here does not identify the markets it examined, the evidence it considered, or why it issued a No Action Letter.
What does a No Action Letter mean?
The Bureau’s register defines NAL as a No Action Letter. The register records that outcome for this review; it does not publish a detailed explanation of the decision. It is therefore more accurate to say that the Bureau concluded its review without taking action reflected in the register than to claim that it endorsed the transaction or made findings about every possible competitive effect.

What does Canada’s Competition Bureau review?
The Bureau says it has authority to review a merger to determine whether it is likely to substantially lessen or prevent competition in Canada. Its merger-review process guidelines describe waiting periods for notifiable transactions: an initial 30-day period, and, if the Bureau issues a supplementary information request, a further 30-day period that begins once the Commissioner has received complete responses from every recipient.
Those periods are procedural stages, not a guaranteed end-to-end timetable for every merger. The guidelines describe exceptions and circumstances in which review can continue beyond the initial period.

When did Paramount receive clearances and complete the deal?
On August 14, 2026, Paramount said it had satisfied regulatory clearances required under its merger agreement, including clearance in Canada. The company said its eight-month review process spanned 68 countries; that figure is Paramount’s account. The Associated Press reported on October 6, 2026, that the acquisition had closed, describing it as an $81 billion takeover.
How did the Canadian outcome compare with other reviews?
| Jurisdiction | Recorded action | What it does—and does not—show |
|---|---|---|
| Canada | The Competition Bureau register records a No Action Letter and a conclusion date of July 9, 2026. | This is the Canadian disposition; the register does not give case-specific reasons. |
| United States | The U.S. Department of Justice Antitrust Division said its investigation found the deal was not likely to harm competition or American consumers in the markets it discussed. | This is the DOJ’s assessment under U.S. jurisdiction, not an explanation of Canada’s decision. |
| United Kingdom | The Competition and Markets Authority says it cleared the anticipated acquisition on August 6, 2026; its case page records the case closed on August 17. | This is a separate UK review and does not establish the Canadian Bureau’s reasoning. |
Why the Bureau’s reasoning is not public in the register
The Bureau says it does not comment on mergers while they are under review and directs readers to its public register for review status. It also states that section 29 of the Competition Act protects information obtained or provided during its work, including information that could reveal an informant’s identity. That general confidentiality rule does not establish why the Bureau reached this particular outcome.
