Usually, no. Steam Wallet gift cards are redeemable for Steam purchases, not cash. If you have not redeemed the card, ask the retailer that sold it whether it can be refunded. Once its value is in your Steam Wallet, Valve says it cannot be transferred or exchanged for cash.
What kind of Steam value do you have?

Can you transfer Steam Wallet money to PayPal or a bank?
No official cash withdrawal or transfer route is described by Steam. Valve’s agreement says Steam Wallet funds are non-transferable and have no cash value. Steam gift cards can only be redeemed on Steam; their value is for purchases there, including games, software, in-game items, and hardware. Steam Support: Gift Card Scams Steam Subscriber Agreement
That means you cannot sell or transfer your Wallet balance through Steam to turn it into PayPal funds or money in a bank account. Steam Support’s limited refund provision for unused funds purchased directly on Steam is a refund request, not a general cash-out feature.

How to seek a refund for an unredeemed card
- Keep the code private. Do not send a photo or share the numbers with anyone offering to buy the card.
- Bring the card and proof of purchase to the retailer. Ask the seller to check whether its activation and refund rules allow a refund. Steam says activated but unredeemed Wallet cards are normally refundable at retail, but it does not guarantee that every retailer will approve one. Steam Support
- Check local rules if needed. The retailer’s policy and applicable consumer protections may vary by location; Steam’s guidance does not establish a particular store’s rules or your eligibility.
Refunding Wallet funds bought on Steam
If you purchased Wallet funds directly from Steam and have not used them, Steam’s refund policy says you may request a refund within 14 days. The policy page was last updated April 23, 2024. Read the current terms and submit a request through Steam’s refund page. This provision does not cover Wallet cards purchased from third parties: Steam says Valve cannot refund those cards.
Why cash offers for cards or items are risky
Steam warns that someone asking you to pay with Steam Wallet gift cards is most likely targeting you in a scam. It also says offers to buy Steam items or an inventory for cash are very often a scam opening. The Steam trading interface does not support transferring money, and Support says it cannot recover items traded away for nothing or little in return. Steam’s official sources do not validate third-party cash-out services or endorse them as a way to recover Wallet value. Treat requests to trade outside Steam or share a card code as a risk, not as an official redemption option.

If you still have the card and code has not been shared, keep the card and receipt and ask the retailer to scan it for refund eligibility. If you gave the code to a scammer, Steam advises keeping the card and receipt and reporting the incident to local police; its guidance also points U.S. residents to the FTC for scam reporting.
