There is a narrow exception: you can request a refund for wallet funds bought directly from Steam within 14 days if none of those funds have been used. Even then, the refund may go to your Steam Wallet rather than your original payment method.
Why a Steam Wallet balance cannot be withdrawn
Valve describes Steam Wallet as a prepaid balance tied to a Steam account, not a bank account or payment instrument. Its Steam Subscriber Agreement says wallet funds are non-transferable, have no cash value outside Steam and are not exchangeable for cash. In practice, there is no standard Steam setting or transfer option for sending an existing balance to a bank.

The balance is intended for eligible Steam purchases. Steam says it can be used to buy games on Steam and within games that support Steam transactions; the agreement also covers eligible content, subscriptions and supported hardware purchases. See Steam Wallet — Add Funds.
The limited refund exception for funds bought on Steam
Steam’s refund policy allows a refund request for Steam Wallet funds purchased directly on Steam if you request it within 14 days of purchase and have not used any of those funds. This is a refund of a qualifying purchase, not a way to withdraw any balance whenever you choose.

Steam attempts to return an approved refund to the original payment method when that method supports refunds. If it does not, Steam credits the refund to the Steam Wallet. So meeting the refund conditions does not guarantee that money will reach your bank account. Check the payment-method guidance for your country and purchase, and submit an eligible request through Steam Support. Steam’s refund page was last updated April 23, 2024.
What changes the refund outcome

These distinctions come from Steam’s refund policy. A card purchased directly from Steam and a card bought from another retailer are not the same refund case.

Do marketplace sales let you cash out?
No official bank-withdrawal route is established by the cited Steam terms. The Subscriber Agreement discusses trading or selling certain subscription rights and virtual items through Steam marketplaces separately from wallet funds; it does not say marketplace activity turns a Steam Wallet balance into a bank withdrawal. Do not treat an item sale or marketplace balance as an authorized cash-out method for wallet funds.

What to do if you want your money back
- Check the purchase record to confirm the wallet funds were bought directly on Steam and note the purchase date.
- Confirm that none of the funds from that purchase have been used. The refund condition applies to those purchased funds.
- If the purchase was within 14 days, request a refund through Steam Support and review the payment-method guidance for your country.
- Check the refund destination shown for your case. If the original payment method cannot accept the refund, Steam says it will credit the Steam Wallet instead.
