Paytm’s app and UPI service are separate from a PPBL account: you can link another participating bank for UPI, while access to a PPBL account, wallet, FASTag or its existing balance is governed by different rules. Whether a particular payment works depends on which Paytm service and funding source you mean.
Paytm app, Paytm UPI and PPBL are different things
Paytm is a third-party UPI app (TPAP) that works with partner Payment Service Provider (PSP) banks. Its UPI terms name Yes Bank, Axis Bank, HDFC Bank and State Bank of India as partner PSP banks. You can link an eligible account at another bank in the Paytm app rather than relying on PPBL as your UPI funding account. Paytm UPI terms
That distinction matters: a restriction on PPBL does not by itself mean that the Paytm app or UPI funded by a different linked bank is unavailable. But having the app installed does not make every PPBL service usable or restore PPBL deposit and top-up facilities.
What you can use depends on the product

The RBI’s February 16, 2024 direction barred further deposits, credit transactions and top-ups to PPBL customer accounts, prepaid instruments, wallets, FASTags and National Common Mobility Cards after March 15, 2024. It allowed exceptions including interest, cashbacks, sweep-ins from partner banks and refunds. The direction also allowed existing eligible balances to be used or withdrawn up to the available amount, subject to its conditions. RBI direction

These restrictions concern PPBL products and balances. They should not be read as a ban on UPI payments made from a separate bank account linked to Paytm.
How to link another bank account for Paytm UPI
- Open Paytm and go to your profile menu.
- Choose UPI & Payment Settings, then select Add Bank Account or Link Bank Account.
- Select your bank. The mobile number registered with that bank must be active on the device; Paytm verifies it by SMS and fetches eligible account details.
- If this is your first UPI setup, follow the prompts to set a UPI PIN. You may need your debit-card details to complete setup.

What happened to Paytm’s “@paytm” UPI handles?
Paytm’s terms state that existing “@paytm” UPI handles were assigned to Yes Bank effective March 15, 2024. That change concerns the UPI handle’s bank assignment; it does not turn a PPBL account into an available source of new deposits or top-ups. Paytm UPI terms

If you receive salary or subsidies in PPBL, or have recurring debits linked to it, arrange an alternative account or payment method with the payer or service provider. The RBI FAQ specifically advised affected customers to make alternative arrangements to avoid disruption. RBI FAQ
