For a Google Ads Demand Gen campaign, you can set a campaign total budget to cap the amount billed across a scheduled campaign flight. It is a campaign-wide cap, not a daily spending ceiling: Google paces delivery over the chosen dates and says it will not bill more than the total entered. “Demand-led budgeting” is not the name of a setting in Google’s documentation; the relevant documented option is Demand Gen’s campaign total budget.
Choose a total budget for a fixed overall spend limit
A campaign total budget is the closest match if you know the maximum amount you want to spend over the entire Demand Gen campaign. You enter one amount for the full flight and set start and end dates. Google says it will try to distribute that spend evenly over the period, while keeping billed charges within the entered total. Google’s Demand Gen setup guidance and its Campaign total budgets FAQ describe this option.
This cap applies to the flight as a whole, not to each day. Google’s FAQ says total budgets do not have daily spending limits. A campaign can therefore spend more on a given day than the daily limit associated with an equivalent average daily budget, particularly if it spent less earlier in the flight. Google takes prior utilization into account and aims to keep the overall billed amount within the total budget.
How total and average daily budgets differ

Google may vary delivery from day to day with an average daily budget. For most campaigns, it says billed costs stay within the daily and monthly limits above. Those limits are different from a campaign total budget, which controls the total across a scheduled flight. See Google’s budget overview for the average-daily-budget rules.

Set up the Demand Gen total budget

Create a new Demand Gen campaign in Google Ads and choose the campaign total budget option when setting its budget. Google’s general instructions say total budgets are available only for new campaigns, and the budget type cannot be changed after campaign creation.

Enter the total amount you are willing to spend for the entire flight.

Set both a start date and an end date. Demand Gen total budgets require a scheduled period; the dates are optional when you use an average daily budget.

Select a bid strategy offered for the campaign in your account’s current setup flow. Google’s Demand Gen setup page lists Maximize conversion value, Target ROAS, Maximize Conversions, Target CPA, and Maximize Clicks. Its separate total-budget guidance also lists Manual CPC for Demand Gen, so availability may depend on the campaign setup; check the live interface rather than assuming every strategy appears in every account.

Review the budget type and dates before creating the campaign, since Google’s general total-budget guidance says the type cannot be changed afterward.
Check flight length and budget changes
Google’s Demand Gen total-budget guidance recommends a minimum flight of seven days and sets a maximum duration of one year. Those limits apply to the scheduled campaign period, not to the amount spent on any one day.
Google says automated rules can adjust budgets on campaigns using either total or daily budgets. If a rule changes the total budget during a flight, Google calculates overdelivery credits against the original budget for activity served under it, then against the new budget going forward. This makes the original and revised budgets relevant when reviewing delivery or billing.

Google may apply an account-level daily spending limit, often to new accounts or accounts that have recently changed. If one is present, it overrides campaign-level budgets: ads stop when the account limit is reached and automatically resume the following day. That account limit is a separate control from the total-budget cap on a Demand Gen flight. Read Google’s account daily spending limit guidance and check the account for an applied limit.

Which budget should you use?
- Use a campaign total budget when you need a defined maximum billed amount for a Demand Gen campaign running between set dates.
- Use an average daily budget when you want to set an average per-day amount and accept Google’s flexible daily delivery, subject to the usual spending limits for most campaigns.
- Check for an account-level limit if ads stop despite a campaign budget being available; the account limit, when applied, takes precedence.
