No—Venmo’s published instructions require phone verification to create a personal account. The requirements specify a U.S.-based cell phone that can send and receive short-code text messages, and users must be physically in the United States. Email verification is a separate step, not a substitute for phone verification.
What Venmo requires to sign up
Venmo’s requirements call for a U.S.-based cell phone that can send and receive short-code messages. The number also cannot already be associated with another Venmo account. Users must be physically located in the United States and be at least 18 or the age of majority in their state.
The signup process also requires verifying an email address, but that is distinct from verifying the phone number. Venmo describes phone verification by text code and email verification through a separate link. Its instructions do not describe an email-only signup option. Venmo’s current requirements page lists app version 7.38.2 or later and Apple iOS 17 or Android Lollipop (API 26) or later. These compatibility details can change, so check the live requirements page before installing or updating the app.

Can a virtual, temporary, or borrowed number work?
Venmo’s published requirements specify a qualifying U.S. cell phone number, but do not establish temporary, borrowed, virtual, or third-party SMS numbers as acceptable replacements. Don’t count on one of these options to create an account: even if a number receives a code, Venmo’s instructions do not confirm that it meets the service’s requirements or can be used reliably for account access.
If you already have an account but lost your number
Recovering an existing account is different from creating a new one. Venmo says you can sign in with the email address, phone number, or username associated with the account, along with its password. Try Venmo’s alternate identity verification
If Venmo sends a sign-in code to a phone or email you can no longer access, look for Other options or I don’t have access to this phone on the verification screen. Venmo may offer another way to verify your identity. If those options are not available or do not work, contact Venmo through its official new-device verification support guidance. Support may ask for account contact information and partial payment-method details; provide sensitive information only through Venmo’s official channels.

Never give a six-digit sign-in code to someone who contacts you claiming to be Venmo support. Venmo states, “Venmo will never ask you to provide your six-digit code on a phone call, text message, email, or chat.” It also says its staff will not ask for your password or verification code.
