Yes, but only in rare cases. The Social Security Administration (SSA) may assign a new Social Security number (SSN) when specific circumstances apply, such as ongoing harm from identity theft, certain number conflicts, abuse or life endangerment, or a documented religious or cultural objection to digits. Meeting a listed category does not guarantee approval: SSA reviews each request and decides whether the evidence qualifies.
When can you get a new Social Security number?
SSA lists a limited set of circumstances in which someone may request a new number. The agency evaluates the facts and supporting documents rather than automatically approving every request that appears to fit a category.
- Number conflicts: Similar sequential numbers assigned to family members are causing problems, or more than one person has been assigned or is using the same SSN.
- Harassment, abuse, domestic violence, or life endangerment: The circumstances must be supported with evidence.
- Religious or cultural objection: You object to certain digits in your assigned number and can provide written proof from your religious group.
- Identity theft with continuing effects: You have tried to resolve problems caused by misuse of your number but continue to be disadvantaged when using it.
SSA describes the possibility as exceptional: Requesting a new number says, “In rare cases, you may qualify for a new Social Security number.”
Does identity theft qualify you for a new SSN?
Not by itself. A stolen or exposed number, a data breach, a fraudulent inquiry, or a lost card does not automatically qualify. SSA’s stated threshold is that you have attempted to fix problems resulting from misuse and are still affected when you use the original number. A lost or stolen card without evidence that someone is using the number is not enough.

Start by reporting the theft and trying to resolve the resulting problems. If the misuse continues to cause difficulties despite those efforts, ask SSA to assess whether your circumstances qualify. A new-number request cannot be used to avoid bankruptcy consequences, the law, or legal responsibility.
Which Social Security request do you need?
A replacement card, a change to your name or other record details, and a request for a new number are different SSA tasks. Choose based on what changed and what outcome you need.

How to ask SSA for a new number
- Make an appointment with SSA. Ask for an assessment of whether your circumstances qualify for a new number. SSA says a representative will ask questions and explain the pros and cons if you are eligible.
- Prepare evidence of the problem. Bring documentation showing why you qualify and, when applicable, that problems with your current number continue. The evidence depends on the reason for your request.
- Bring identity and status documents. SSA asks for proof of identity, age, and U.S. citizenship or immigration status. Follow the agency’s current instructions for the documents it will accept.
- Attend the appointment and answer SSA’s questions. SSA reviews the circumstances and supporting evidence and determines eligibility.
SSA’s public page lists appointments in most U.S. time zones on weekdays from 8 a.m. to 7 p.m. and says English, Spanish, and other languages are available. It lists 1-800-772-1213 and TTY 1-800-325-0778; check the SSA appointment guidance for current contact and scheduling details.

Additional documentation for abuse or danger
For a request based on domestic violence, harassment, abuse, or life endangerment, SSA’s publication describes an in-person application and evidence documenting the circumstances. It also calls for the current SSN and documents establishing citizenship or work-authorized immigration status, age, and identity. Documents must be originals or copies certified by the issuing agency; ordinary photocopies and notarized copies are not accepted under that publication’s instructions. See SSA’s guidance for domestic violence victims. Requirements can change, so confirm current instructions with SSA before applying.
Additional documentation for a religious objection
SSA specifies written proof from the religious group for an objection to digits on religious or cultural grounds. A personal preference alone does not meet that stated documentation requirement.

What changes—and what does not—if SSA assigns a new number?
A new number does not erase SSA’s records of the former number. SSA’s disability-claim instructions account for claims filed under a previous SSN, showing that records may remain connected across numbers. See SSA POMS DI 11010.273.
SSA says it does not reassign previously issued SSNs; see its Social Security Number Randomization FAQ. Do not assume that receiving a new SSN will erase prior records or automatically update banks, employers, lenders, or other organizations. Ask relevant institutions what records they need updated.
