Sometimes a deposit can change before you understand why, but the notice rules depend on the benefit and the action. For Supplemental Security Income (SSI), the Social Security Administration (SSA) generally must send advance written notice before suspending, reducing, or ending payments, with a narrow exception when it has factual information confirming the recipient’s death. Overpayment recovery has its own notice and response rules. A cost-of-living adjustment (COLA), by contrast, increases benefits; SSA’s 2026 COLA was 2.8%, with different effective payment dates for Social Security benefits and SSI.
If your payment changed, identify the program, read the notice’s reason and calculation, and check the deadline and remedy stated for that particular action. The SSI notice rules should not be assumed to apply identically to retirement, survivor, or Social Security Disability Insurance (SSDI) benefits.

Start by identifying what changed
A different deposit does not, by itself, tell you whether SSA changed your benefit, recovered an overpayment, or applied an increase. Start with the notice and the program it names. Compare the new amount with the amount for the same benefit month—not just with the prior bank deposit—because payment timing and effective dates can differ.

- Program: Is the notice about SSI, retirement, survivor, or SSDI benefits?
- Action: Does it describe a COLA or other increase, a change in eligibility or payment status, or collection of an alleged overpayment?
- Calculation: Which months and amounts does SSA say are affected, and how does it explain the result?
- Next step: What response deadline and remedy does the notice give—review or appeal, waiver, or a different repayment arrangement?
These distinctions matter because the rules are not interchangeable. The advance-notice regulation discussed below is specifically for SSI payment-status changes. Overpayment recovery is governed by separate notice and response procedures, and the available remedies depend on what you are disputing.

What counts as notice—and why it matters
For SSI, 20 CFR § 416.1336 generally requires advance written notice before SSA puts into effect a suspension, reduction, or termination covered by that regulation. The notice should tell you about the proposed action and explain your review rights. The regulation’s exception is narrow: SSA may act without advance written notice if it has factual information confirming the recipient’s death, including a report from certain close relatives, a guardian, or a landlord.
This rule concerns specified SSI payment-status actions. It does not establish one universal notice rule for every Social Security benefit or every reason a payment might change. If your notice concerns retirement, survivor, or SSDI benefits, follow the program-specific instructions in that notice rather than assuming the SSI deadlines apply.
For an SSI proposed reduction or suspension, the notice generally allows 60 days after receipt to request the appropriate review. The regulation presumes that you received the notice five days after its date unless you can reasonably show that you received it later. If you request an appeal within 10 days after receipt, your prior payment level generally continues—or is restored—while the initial appeal is decided. Exceptions apply, and you can waive continued payments. The 10-day period and 60-day review period serve different purposes; one does not replace the other.

A changed payment may be an overpayment recovery
SSA defines an overpayment as receiving more money than you should have. It may arise after information is missing or incorrect, or after a circumstance affecting a benefit changes. SSA lists work, residence, marital status, and income as examples. Whether any such change affects a particular person’s payment depends on the program rules and that person’s record; the example alone does not prove an overpayment.
An overpayment notice is not the same thing as an advance notice of a proposed SSI payment-status change. It addresses money SSA says was paid incorrectly and may explain recovery from benefits. When SSA seeks adjustment or recovery under 20 CFR § 404.502a, it must notify the person and include the overpayment amount, how and when it occurred, information about the proposed adjustment, and options related to waiver or different recovery arrangements. SSI has a separate notice provision: 20 CFR § 416.558 addresses written notice of correct and incorrect monthly amounts when SSA makes the relevant overpayment or underpayment determination.
Read the notice for the months involved, the amount SSA says was paid, the amount it says should have been paid, and its explanation of how it calculated the difference. If the payment now reaching your account is lower, check whether the notice identifies a recovery deduction and when SSA proposes to begin it. A notice’s explanation is the starting point for deciding what to challenge; do not assume that an unexplained difference is necessarily an overpayment.

Choose the response that matches the problem
For an overpayment, separate two questions: whether SSA is right that you were overpaid, and whether it should collect the amount it says you owe. SSA’s guidance distinguishes an appeal, used to dispute whether there was an overpayment or its amount, from a waiver, which may be relevant if repayment is unaffordable or recovery would be unfair. A repayment-rate change is another route when the issue is how much SSA will recover from benefits.

| You believe there was no overpayment, or the amount is wrong. | Appeal the overpayment determination. | Compare the months and figures in the notice with the records or information you believe SSA should consider; use the notice’s filing instructions. |
| You accept or do not dispute the overpayment but believe recovery should be waived. | Request a waiver if the circumstances may qualify. | Explain why repayment would be unaffordable or recovery would be unfair, and follow the notice’s instructions. |
| You need a different amount withheld or a different repayment arrangement. | Ask SSA about a different recovery rate or arrangement. | Use the process named in your notice or SSA’s repayment guidance; a rate request is not the same as disputing whether the debt exists. |
SSA’s public overpayment guidance says it will not begin collection while an appeal or waiver filed within 30 days is pending. Treat that 30-day collection protection as distinct from the SSI regulation’s 10-day continued-payment provision and 60-day review deadline. Check the exact notice for the applicable date, form, delivery method, and instructions; do not infer one deadline from another.
When a change is an increase: the 2026 COLA
Not every payment change is a reduction or recovery. SSA announced a 2.8% COLA for 2026. The adjustment applied to Social Security benefits received in January 2026, while increased SSI payments began with the payment dated December 31, 2025. The different dates reflect the programs’ payment schedules; they are not evidence that one group received a different COLA rate.

SSA said it mailed COLA notices throughout December 2025. Most beneficiaries who had created a my Social Security account by November 19, 2025 could also find their notice in the account’s Message Center. This 2.8% figure is the announced adjustment for 2026, not a permanent or recurring rate to apply to other years.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What to do if the deposit changed and you cannot find a notice
- Check the benefit month and program. Compare the amount for the affected month and identify whether the payment is SSI, retirement, survivor, or SSDI. Do not rely on a comparison between deposits alone if they may relate to different benefit months.
- Look for an SSA notice. Review the complete letter or, where available, the Message Center in your my Social Security account. Note its date, the stated reason, effective date, monthly figures, and response deadline.
- For an overpayment, verify the calculation. Check the months and amounts listed and the explanation of how and when SSA says the overpayment happened. Decide whether your concern is the existence or amount of the overpayment, recovery itself, or the proposed repayment rate.
- For an SSI reduction, suspension, or termination, check both deadlines. The regulation generally provides 60 days after receipt to request review; a request within 10 days generally preserves the prior payment level during the initial appeal decision, subject to exceptions and waiver. Use the notice’s directions and act promptly.
- Contact SSA using the notice’s instructions. If a letter appears missing, delayed, or incomplete, ask SSA what action was taken, the reason, and how to get the applicable notice and response instructions. Keep copies of the notice and anything you submit.
SSA’s operations instructions for Title II overpayment notices describe correction of deficient notices and, in specified circumstances, repayment of money already withheld. That is SSA procedure, not a guarantee that every missing or delayed letter automatically results in the same remedy. The facts and circumstances described in the procedure matter.

How to read the notice without mixing up the rules
Use the notice as a decision document, not merely as an explanation for a bank deposit. First identify the program and the action. Then locate the stated reason and the month-by-month figures. Finally, match the remedy and deadline to the issue you want to raise. If the letter combines a benefit adjustment with overpayment recovery, treat those as potentially separate questions and follow the instructions for each.

- If the notice describes a proposed SSI status change: look for advance notice, review instructions, the 60-day period, and whether the 10-day continued-payment option applies.
- If it says you were overpaid: inspect the amount and circumstances, then determine whether you dispute the finding, seek waiver, or want to discuss recovery arrangements.
- If it describes the 2026 COLA: compare the effective date with the program’s payment timing; an increase is different from an adverse action or collection.
- If the notice is unclear: ask SSA to explain the specific action and calculation before assuming which rule governs.
SSA reported that 99.8% of OASDI benefits were free from overpayment in fiscal year 2023, in its FY 2024 overpayments report. That is an agency-reported program-wide statistic, not a prediction that an individual payment is correct or incorrect. It does not replace checking your own notice and benefit record.
What the notice rules do—and do not—establish
The strongest specific advance-notice rule here is for SSI actions covered by 20 CFR § 416.1336. Overpayment notices are separately addressed by 20 CFR §§ 404.502a and 416.558, and SSA’s public guidance explains appeal, waiver, and repayment options. These sources do not establish every notice requirement or every possible recalculation reason across retirement, survivor, and SSDI benefits. For those benefits, the notice’s stated program and action are essential to identifying the applicable process.
A useful way to avoid a wrong assumption is to keep three questions separate: Did SSA change eligibility or the payment amount? Is SSA recovering an amount it says was previously overpaid? Is the change an increase such as a COLA? The answer determines what notice to look for and which response path to consider.
