Its release said detailed operating modalities would be placed before the Council; it did not announce final eligibility rules, an application route or an effective date.
What the GST Council approved
At its 56th meeting on 3 September 2025, the GST Council approved in principle a simplified registration mechanism for small suppliers using electronic commerce operators (ECOs) across multiple states. The stated problem is that such suppliers may find it difficult to maintain a principal place of business in every state where they operate. The Council’s official press release says: “The detailed modalities for operationalizing the scheme will be placed before GST Council.”
That wording describes a proposal whose implementation details were still to come, not a change that, by itself, lets every small business sell throughout India using one registered address. The release does not provide final eligibility criteria, portal instructions or a start date for this specific mechanism.
How this differs from Rule 14A
The GST Council Secretariat’s November 2025 newsletter reports that Rule 14A’s simplified registration scheme for small taxpayers launched. That is a separate scheme. Its reported launch does not establish that the cross-state e-commerce supplier mechanism is operational.

Why earlier e-commerce proposals do not settle the new scheme’s terms
A 2022 agenda note for the Council’s 47th meeting discussed a different proposal: waiving compulsory registration for certain below-threshold suppliers using ECOs, subject to conditions. Those included no inter-state taxable supply, declaration of PAN and principal place of business, and a limit of one state for that declared principal place. The 2022 agenda note is historical context, not the final terms of the 2025 cross-state concept.
The general registration framework is also distinct from the new proposal. A 2018 agenda note reproduces the background rule that a person is generally granted a single registration in a state or union territory, with separate registrations for multiple business verticals or places of business possible subject to prescribed conditions. What sellers should check before relying on one address
- Look for an official notification or GST portal instruction specifically covering the cross-state e-commerce supplier mechanism.
- Confirm that it sets out the eligible supplier category, conditions, application process and effective date.
- Do not infer eligibility from the 2025 in-principle approval, the separate Rule 14A announcement or the conditions discussed in the 2022 agenda.
Until the specific mechanism’s operating terms are officially established, the cited announcement is not a basis for assuming that a seller may use one registered address to meet GST obligations in every state.
