Washington’s SB 6354 took effect June 11, 2026, replacing the uncertainty implied by the older “primed to let” framing with a narrow, conditional route to direct sales.

What Washington’s new law allows
SB 6354 created an exception to Washington’s vehicle-franchise framework: a qualifying electric-vehicle manufacturer may obtain a motor vehicle dealer license and sell its own vehicles directly. The exception is not a blanket authorization for every automaker, and eligibility does not remove the licensing requirement. The law took effect June 11, 2026, after being signed March 24 and enacted as Chapter 186, 2026 Laws. See the Washington Legislature’s SB 6354 bill history.
Which manufacturers qualify?
Under the current text of RCW 46.96.185, a manufacturer must meet the statute’s conditions, including all of the following:

- Matchbox 2022
- RIVIAN R1T
- Color RIVIAN Blue
- Ages 15+
- Included components: 1 DieCast Vehicle
- It is incorporated in the United States.
- It has never entered into a motor-vehicle dealer franchise agreement.
- It operated at least one service facility in Washington as of January 1, 2026.
- It exclusively produces battery-electric vehicles, with at least 300 of its vehicles registered in Washington before January 1, 2026.
- It obtains and maintains a dealer license and follows the statute’s other restrictions.
The exception is limited to the manufacturer’s own makes or lines and includes restrictions intended to prevent manufacturers subject to franchise-law limits from using it as a workaround. The 300-vehicle figure is an eligibility threshold, not a measure of sales resulting from the law.
Rivian’s and Lucid’s status
Rivian
Rivian said on September 25, 2026, that it had secured its Washington motor vehicle dealer license; the company held a celebration on September 15. That is Rivian’s account of its licensing status, not an independent confirmation from state licensing records. Its announcement is available on Rivian’s website.

Lucid
Sen. Marko Liias’s office named “Rivian and Lucid” as manufacturers the measure would allow to hold dealer licenses and sell directly. That sponsor announcement establishes that both companies were contemplated by the legislation; it does not establish Lucid’s individual eligibility determination, current license, or retail-sales status. The law creates a legal path; it does not by itself confirm where either company is accepting orders, arranging test drives, delivering vehicles, or offering financing and service under the new authority. The official legislative record reports that the House passed the measure 84–9; the Senate final tally was 47–2. Those are vote counts, not evidence of consumer impact or a forecast of prices, delivery times, or market competition.
