Can One GST Application Cover Multiple States? Proposal Still Pending

A reported GST Council proposal could simplify applications for businesses registering in multiple states. It was still pending as of 5 October 2026, and current guidance remains state-specific.

Not yet. As of 5 October 2026, a report says the GST Council is expected to consider a proposal on 7 October that could let businesses apply for registrations in several states through one application. It is a reported proposal, not an adopted rule or an available facility. Under current official guidance, taxable supplies from a state require registration in that state.

What is the GST Council considering?

A 5 October 2026 report says the Council may consider a simpler process for businesses seeking GST registration in multiple states. The proposal is described as one application covering several states, a redesigned form with guidance at each stage, and standardised documents that tax officers may request. The report does not establish that the Council approved the proposal or that businesses can use the process now. Business Standard’s report

The Council’s published listing of recommendations from its 56th meeting is dated 3 September 2025, before this 2026 proposal. It is not evidence that the new idea has been approved. GST Council

Would one application replace separate state registrations?

That has not been established. CBIC’s published FAQ says a supplier making taxable supplies from a state must register in that state. The report describes a possible change to how businesses apply; it does not say that one GSTIN would cover every state or that state-level registrations would end. CBIC GST FAQ

The distinction matters because the GSTIN format described in the rules includes a two-character state code, followed by ten PAN or TAN characters, two entity-code characters and a checksum character. A single submission workflow could still result in separate state registrations; the report does not specify how the proposed system would work legally or operationally. The published rules describe an electronic application using Form GST REG-01, with state or union territory details and supporting information. The process is not a single nationwide registration simply because it is submitted online.

  1. Complete Part A of Form GST REG-01. The applicant enters PAN, contact information and the state or union territory for the registration.
  2. Submit Part B electronically. The applicant provides the specified information and documents.
  3. Respond if the officer seeks clarification. The rules provide for a notice within three working days when an application is deficient or clarification is needed. The applicant has seven working days to respond.

The rules also provide for deemed approval in specified circumstances, including where the officer takes no action within the applicable period. These are rule-based procedural timelines, not a promise that every application will be approved within a fixed number of days; a clarification request can affect the process. Do special rules apply to SEZ units?

Yes. CBIC’s FAQ distinguishes Special Economic Zone (SEZ) units from the general state-registration question: multiple SEZ units in one state may share a registration, while SEZ and non-SEZ units in the same state are treated separately for registration. Those existing distinctions should not be confused with the reported multi-state application proposal. CBIC GST FAQ

What should a business do now?

  • For current taxable operations, follow the existing state-specific registration requirements and official portal process.
  • Do not treat the reported proposal as permission to operate across states under one application or one GSTIN.
  • Look for an official Council decision and, if the proposal is adopted, the related rule changes or portal instructions before relying on a new process.
