Indian students who complete academic or vocational training in Italy may be granted temporary residence for up to 12 months to gain initial professional experience. The provision is not an automatic post-study visa or a promise of a job: the announcement says students “may be granted” the stay, and the applicable conditions and procedures are subject to Italian law.
What the India–Italy agreement allows
India and Italy signed their Migration and Mobility Agreement in Rome on November 2, 2023. India’s Union Cabinet approved signing and ratification on December 27, 2023. The agreement’s stated aims include mobility for students, skilled workers, business people and young professionals, alongside cooperation against irregular migration. For students, the Cabinet announcement says: “Indian students wishing to gather initial professional experience, after completing academic/vocational training in Italy may be granted temporary residence in Italy for up to 12 months.” This is a possible temporary stay for initial professional experience, not a guarantee of employment or an assurance that every graduate qualifies.
The agreement also addresses professional training and curricular and extracurricular internships. Its treaty text provides that relevant conditions and procedures may be defined by the Joint Working Group in accordance with Italian law. It does not, by itself, set out a complete application checklist or establish every current permit requirement. India–Italy Migration and Mobility Agreement.

How the student provision differs from work quotas and internships
These routes and opportunities should not be conflated. The student provision concerns possible temporary residence after completing training in Italy; internships and professional training are separately covered areas of cooperation; and seasonal or non-seasonal worker quotas belong to Italy’s Flows Decree, not to the post-study provision.

What changed in 2026: Italy Calls India
In a May 20, 2026 joint declaration, India and Italy welcomed “ICI – Italy Calls India: a University-Enterprise talent bridge” for Indian students enrolled at Italian universities. The Embassy of India in Rome reports that the Italy Calls India portal launched on July 24, 2026, to connect Indian students studying in Italy with internships, apprenticeships and employment opportunities in Italian companies. The available announcement does not establish the portal’s detailed eligibility rules, workflow or application steps. Embassy of India, Rome.
The initiative may help students find opportunities, but it should not be read as changing the agreement’s “may be granted” wording or as guaranteeing a position or residence permission. For current details, use the portal and official Italian immigration instructions.

Are the 2023–2025 worker quotas still current?
No. The Cabinet announcement listed reserved quotas for Indian nationals under the then-current Flows Decree: non-seasonal quotas of 5,000 for 2023, 6,000 for 2024 and 7,000 for 2025; and seasonal quotas of 3,000 for 2023, 4,000 for 2024 and 5,000 for 2025. These are year-specific worker figures announced in 2023, not the post-study student allowance and not current quota numbers.
A May 2026 Ministry of External Affairs country brief says India is included among recipients under Italy’s 2026–2028 Flows Decree, but the brief’s available excerpt does not establish the exact Indian quota figures. Ministry of External Affairs, India–Italy Brief, May 2026.

When did the agreement take effect?
The agreement states that it enters into force on the first day of the second month after receipt of the last notification that each side has completed its internal procedures. It remains in force for five years and renews automatically for similar successive periods unless a party terminates it. The official sources cited here do not verify the date the final notification was received, so the signing and Cabinet-approval dates alone do not establish the treaty’s entry-into-force date. The Cabinet announcement says implementation is monitored through a Joint Working Group that meets periodically. The treaty also frames initial professional experience and mentorship for qualified young people as a cooperation objective; a separate youth-professional exchange agreement was to be developed. These provisions do not substitute for the requirements of Italian immigration law.
