Yes. If you have the U.S. personal PayPal Debit Mastercard, you can use it at an ATM that displays the Mastercard, Cirrus, PULSE, or MoneyPass mark. You’ll need the PIN you set when activating the card, enough available PayPal Balance for the cash and any fees, and room under your applicable daily and ATM limits. [PayPal’s ATM instructions]
How to withdraw cash with your PayPal Debit Card
- Make sure your card is active and have the PIN you created when you turned it on. If you need to change the PIN, PayPal provides instructions in its app. [PayPal PIN instructions]
- Choose an ATM displaying one of the accepted marks: Mastercard, Cirrus, PULSE, or MoneyPass. PayPal says its app offers a “Find an ATM” option from the PayPal balance and debit card screens. [PayPal’s ATM instructions]

- Request an amount that fits your available PayPal Balance and the PayPal and ATM limits. Review any operator fee shown on screen before accepting the transaction.

What ATM fees apply?
For U.S. withdrawals, PayPal’s consumer agreement lists no PayPal withdrawal fee at MoneyPass ATMs. At a non-MoneyPass ATM, PayPal lists a $2.50 fee per withdrawal. The ATM owner may charge an additional fee, which is separate from PayPal’s charge. [PayPal U.S. consumer cardholder agreement]
The same agreement lists a $2.50 fee for withdrawals at non-U.S. ATMs and a 2.5% international transaction fee for use at a non-U.S. ATM. How much can you withdraw?
PayPal’s current U.S. consumer guidance and cardholder agreement list a standard daily ATM withdrawal limit of $400. The agreement makes ATM use subject to the applicable daily cash withdrawal limit, and an individual ATM can impose a lower limit. PayPal says you can check Daily limits in the card-management area of its website or app. Its help page cautions that displayed standard limits do not dynamically update to reflect same-day activity, and actual limits may be reviewed or changed based on account history and activity. Do not confuse ATM withdrawals with other card limits: PayPal’s help page separately lists a $5,000 daily over-the-counter cash withdrawal limit and a $3,000 daily spending limit. Neither is the ATM withdrawal limit. [PayPal card limits]

What to check if the ATM declines your card
- PIN: Verify that you are entering the PIN set when the card was activated. Use PayPal’s app instructions if you need to change it. [PayPal PIN instructions]
- Available balance: Confirm the PayPal Balance has enough available funds for both the requested cash and applicable fees.
- Daily limit: Check the card’s Daily limits in PayPal’s website or app, and account for any withdrawals made that day. [PayPal card limits]
- ATM acceptance and cap: Confirm the machine displays an accepted network mark and that your requested amount is within its own withdrawal limit.
- Card status: Make sure the card is active. If these checks do not resolve the decline, contact PayPal through its support channels.
