Yes—an online petition can raise an issue’s visibility and, on an official platform, trigger a formal response or consideration for debate. But reaching a signature threshold does not force an institution to adopt the requested change. The rules below describe the UK Government and Parliament’s official e-petition service; they are not universal thresholds.
What can an online petition actually do?
A petition’s impact can happen at different levels. Collecting signatures can show public interest, but institutional steps and policy outcomes are separate things.
- Visibility: Sharing a petition can help draw attention to an issue as part of wider advocacy. A signature count alone does not prove that the public as a whole supports a position.
- Formal acknowledgement: On the UK Parliament and Government e-petition service, 10,000 signatures trigger a response from the responsible government department. A response may explain the government’s position without agreeing to the request.
- Parliamentary attention: At 100,000 signatures, the Petitions Committee considers the petition for debate. Consideration is not a guarantee that a debate will be scheduled.
- Policy change: No threshold guarantees that a government or legislature will make the change requested. To show that a petition contributed to a particular outcome, evidence is needed about that case and other campaign activity.
The official UK service describes responses and consideration for debate—not a binding referendum, a required vote, a law change, or an obligation to accept a petition’s demand.
How the UK Government and Parliament petition thresholds work

The petition remains open for six months after publication. Only petitions created on petition.parliament.uk qualify for the UK government-response obligation and consideration for debate by the Petitions Committee. A petition hosted by a third-party website does not automatically qualify for these official steps.

What the Petitions Committee may do
The Committee decides what follow-up is appropriate; it does not take action on every petition. It may seek written or in-person information, write to the government or another public body, ask another committee to examine an issue, or put a petition forward for debate. As UK Parliament’s guidance puts it: “The Petitions Committee will not be able to take action on every petition.”
Who can use the UK service, and what can a petition ask for?
Creators and signers must be British citizens or UK residents. A petition must request a clear action on a matter within the responsibility of the UK Government or Parliament. The service excludes matters outside their responsibility, active UK court cases, and certain petitions naming public-body employees.

Those limits matter: a petition can attract support and still be ineligible for the official process if it asks the wrong institution to act or falls into an excluded category. Before launching one, identify which body has authority over the requested action and check that body’s own petition rules.
Does 100,000 signatures force Parliament to debate a petition?
No. The threshold is a starting point for the Petitions Committee’s consideration, not an automatic debate. The Committee may decline to schedule one—for example, if the matter was recently debated or a debate is already planned—and may choose another form of follow-up instead.

How common are large UK e-petitions?
Large signature totals are uncommon compared with the number of petitions submitted. A House of Commons Library briefing dated 21 July 2025 says most e-petitions on the Petitions Committee site routinely receive fewer than 1,000 signatures. It reports that, since 2020, 206 petitions passed 100,000 signatures and two passed one million.
The same briefing reports 1,819 e-petitions submitted and accepted from October 2024 to May 2025, which collected more than seven million signatures in total. That is a specific date window, not a full-year figure. It also records 66 petitions debated in 2015–17, 86 in 2017–19, and 10 in the 2024 Parliament as of the briefing’s reporting period; the last number covers a partial parliamentary period and should not be compared with full-term totals as if the periods were equal.

A 2017 study of historical UK and US petition-platform data found that, in the systems and period it analyzed, more than 99% of petitions failed to reach the UK 10,000-signature response threshold and 0.1% reached the 100,000-signature debate threshold. It also found that early signature growth was associated with eventually reaching a threshold. These are historical findings, not current odds for a new petition or a universal measure of success.
How to decide whether a petition is the right route
- Identify the decision-maker. Confirm whether the issue belongs to the UK Government, Parliament, a local council, a devolved legislature, or another body.
- Check the platform’s rules. Find out who may create or sign a petition, which topics are allowed, how long it stays open, and what—if anything—a threshold commits the institution to do.
- Read the threshold precisely. Distinguish a response from consideration, a scheduled debate, a vote, or binding action. These are different outcomes.
- Plan follow-up beyond signatures. A petition may be one part of advocacy; whether it influences a decision depends on the issue, the institution’s response, and other activity around the campaign.
The UK Parliament and Government thresholds do not apply across the UK or internationally. GOV.UK points petitioners to separate routes for the Scottish Parliament and Senedd Cymru; check the relevant body’s current rules rather than assuming Westminster’s thresholds apply.
