Yes. A preapproval is an early assessment, not a promise that the lender will approve a mortgage or keep its expected terms unchanged. Your rate, costs, payment, or other terms may change as the lender verifies your application and the property. The key questions are what changed, why it changed, and whether a rate lock or disclosure rule applies.
What preapproval does—and does not—promise
A preapproval letter reflects an early assessment based on information available at that point. It can help you understand what a lender may be willing to offer, but it is not final underwriting approval and does not guarantee that the lender will make the loan on the same terms. The lender may still need to verify details about your finances and the property.

That distinction matters when a later document shows a different rate, payment, or cost. A change does not by itself prove that the lender acted improperly. It also does not mean you should accept a new offer without asking questions. First identify which document you received and what it actually commits the lender to do.

| Document | What it tells you | What it does not establish |
|---|---|---|
| Preapproval letter | An early assessment of your likely eligibility and possible borrowing amount, based on information then available. | Final approval or a guarantee that the lender will offer unchanged terms. |
| Loan Estimate | The terms and costs the lender expects to offer, presented as an estimate. | That the loan has been approved or denied, or that every estimated figure is final. |
| Rate-lock agreement | The rate and lock period the lender has agreed to, subject to the agreement’s conditions. | An unconditional guarantee if the lock expires or the application changes. |
| Closing Disclosure | The loan terms and costs presented for closing, which you can compare with the latest Loan Estimate. | That every difference from an earlier estimate is automatically justified. |
Disclosure rules discussed here apply to most mortgages. Some products, including reverse mortgages and certain other loan types, use different disclosures, so check the documents for your specific mortgage.

Which terms can change?
The rate is only one part of a mortgage offer. The amount borrowed, payment, points or lender credits, closing costs, and other loan features can also look different after the lender receives new information or a transaction detail changes. Compare the whole offer, not just the interest rate.
- Interest rate: If you have not locked the rate, it can change as market rates move. Mortgage rates can change daily and sometimes hourly. A lock generally holds the rate only for its stated period and while the application remains materially unchanged.
- Rate-dependent costs: Points and lender credits may change when you lock a rate after a Loan Estimate was issued while the rate was still floating. The lender should provide a revised estimate where required.
- Loan amount or structure: A different requested amount, loan type, or down payment can affect the rate or other terms.
- Payment and cash to close: These may change when the rate, amount borrowed, or costs change. Review the lender’s figures rather than assuming a small rate difference has no effect.
- Closing costs: Some charges are subject to limits on increases, while others can increase by any amount; exceptions apply. A new or different transaction detail can also affect revised figures.
Why a lender may revise its offer
Your verified finances differ from the application
The lender may update the offer if verified information differs from what it used for preapproval. A change in credit score, income, down payment, or requested loan amount can affect the terms. Income that seemed available at first may not be usable if the lender cannot document it. That can happen with overtime, bonuses, or other irregular income the earlier assessment assumed.
Ask which information was verified, what differed from the earlier application, and how that specific difference affected the offer. If the lender says income was not documented, ask what document or explanation is missing. Do not rely on an informal assurance that a figure will be counted later; ask for the effect on the written terms.

The property valuation changes the picture
A lower-than-expected appraisal can affect the terms or costs, because the lender is assessing a loan tied to a particular property, not just your finances. If the revised offer follows an appraisal, ask how the valuation changed the loan amount, payment, cash needed at closing, or other terms. Request an explanation that connects the appraisal result to each revised figure rather than a general statement that “the numbers changed.”
You locked the rate later—or the lock expired
If the rate was floating when the first Loan Estimate was issued, locking it later can change points, lender credits, and other rate-dependent costs. Compare the earlier estimate with the revised one and ask which costs changed because of the lock. If the lock expired before closing, the rate may no longer be protected under its original terms; the outcome depends on the lock agreement and the lender’s policies.
A lock may also be affected by changes to the application. The Consumer Financial Protection Bureau describes a rate lock as holding the rate between offer and closing if you close within the specified time and there are no changes to your application. Read the actual agreement rather than assuming that the word “locked” means the rate can never move.

What a rate lock protects—and what to check
A rate lock is conditional protection for a stated period, not a promise that covers every delay or application change. Its expiration date matters: if closing is pushed past that date, ask what happens before it expires, not after. Lenders’ lock and extension policies vary, and an extension may have a cost.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Look at page one of the Loan Estimate for the rate-lock status and expiration. Then read the lock agreement for its specific terms. Ask the lender to explain in writing what happens if closing is delayed and whether an extension is available, how long it lasts, and what it costs. If a lender tells you the rate is locked but a later document shows a different rate, ask the lender to identify the agreement provision or application change it says accounts for the difference.
How to review a changed Loan Estimate
- Find the earlier and revised estimates. Put them side by side, and note the date of each. A revised estimate should be explained in relation to the earlier version, not evaluated from memory.
- Identify the stated reason for the revision. Ask whether it relates to your application, the appraisal, a later rate lock, or another transaction detail. If the explanation is unclear, request a written account of what changed and when.
- Compare the same parts of each offer. Check the loan amount, loan type and term, rate, points or lender credits, estimated total monthly payment, closing costs, and cash to close. Note whether the rate is locked and the expiration date.
- Ask how each material change affects you. Ask the lender to explain the effect on the payment and amount due at closing, not only the rate. If costs changed, ask which charges changed and why.
- Compare lenders on equal terms if you shop around. Request the same kind of loan from each lender, with the same loan amount, down payment, and rate-lock length where possible. Compare lock expiration and extension policy as well as the headline rate, points or credits, payment, closing costs, and cash to close.
The purpose of the comparison is to see both the financial effect and the reason for the revision. If the lender’s explanation does not match the application or lock details you have, point to the specific discrepancy and ask for a corrected explanation or document.

How to compare the Closing Disclosure
Before closing, compare the Closing Disclosure with the latest Loan Estimate, not just the original preapproval letter. Check the loan type and term, loan amount, interest rate, estimated total monthly payment, closing costs, and cash to close. A difference is a reason to ask for an explanation; it is not, by itself, proof of wrongdoing.
If you believed the rate was locked and the Closing Disclosure shows another rate, ask the lender to explain the difference and refer to the lock agreement. If costs changed, ask which charges changed, the reason for each change, and whether a revised Loan Estimate was issued. Keep the estimates, lock agreement, written explanations, and Closing Disclosure together so you can refer to the same figures during the discussion.

When a higher cost may be a problem
Closing costs do not all follow the same increase rule. Some cannot increase, some are generally subject to a 10 percent cumulative increase limit, and some may increase by any amount. Exceptions apply. The category a charge falls into matters, so do not assume that every cost has the same cap—or that a changed total is automatically permitted.

A lender may revise costs when qualifying new or different information changes the transaction. But intentionally understating charges for services on the Loan Estimate and then surprising you with higher charges on a revised estimate or Closing Disclosure is illegal. If a charge has increased, ask the lender to identify the charge, explain the change, and say what information or event prompted it. If you cannot tell how a cost is treated, ask for a clear explanation rather than guessing from the total.
Should you proceed, switch lenders, or complain?
Once you understand the change, decide whether the revised offer still works for you. If the explanation or terms are unacceptable, you can consider another lender. Switching is not necessarily easy or consequence-free: it may delay closing or put the transaction at risk. Weigh the cost of accepting the revised terms against the time and uncertainty of changing lenders.
If the lender does not resolve your concern, you can submit a complaint to the Consumer Financial Protection Bureau. If you believe a change is unlawful or the dispute is significant, legal advice may be appropriate. Keep your question specific: identify the document, the line or term that changed, the date you were told it was protected, and the lender’s explanation. That makes it easier to distinguish a permitted update based on new information from a change that needs further review.
