The available sources do not establish a reliable price for an individual civilian purchase or private operating costs. Government sale estimates run into billions because they cover aircraft along with equipment and support, not a single jet.
Has a private company owned an F-16?
Yes. Top Aces, a company that provides adversary training, said it took delivery of its first four F-16s in January 2021 to support a U.S. Air Force contracted air-support role. In a May 19, 2021 announcement, the company said it had become “the first private company in the world to own and operate a fourth-generation fighter aircraft.” That is the company’s description of its own milestone, not an independent census of private aircraft operators. Top Aces’ announcement also reported FAA certification and the first flight of its first aircraft.
The FAA registry lists an F-16A registered to Top Aces Corp. in the experimental category and crew-training classification. The FAA cautions that registry information alone should not be used to determine whether an aircraft is airworthy. The FAA’s N856TA record corroborates a corporate registration; it does not show that a private individual could buy or operate an F-16 on the same terms.
Does that mean an individual can readily buy one?
No ordinary retail path is established by these examples. Top Aces’ case involved a specialized contractor operating aircraft for a military training contract, rather than a consumer purchasing a jet for personal use. The case shows that private-company ownership can occur in that context; it does not establish a general right or practical route for an individual buyer.

U.S.-origin defense equipment transfers and exports are subject to government oversight. The State Department’s archived overview describes government-to-government Foreign Military Sales, commercial export licensing, and review by U.S. agencies. It is a broad description of the controlled arms-transfer framework, not a current legal opinion on every possible buyer or jurisdiction. Read the State Department’s arms sales and defense trade overview. Whether a hypothetical individual could obtain all required approvals cannot be answered from that overview alone.
How much would an F-16 cost a civilian?
No reliable public price for an individual civilian F-16 purchase was established in the available sources, and they also provide no private-owner hourly or annual operating-cost figure. The official numbers that can be cited are estimates for possible government sale packages, not prices an individual can pay for one aircraft.

These are DSCA estimates for possible Foreign Military Sales, not confirmed completed transactions, retail listings, or single-aircraft quotes. Package contents include more than airframes, and the two notices describe different packages. Dividing either total by the number of aircraft would not produce a defensible civilian price.
