Often, yes. Not having the physical Social Security card does not, by itself, determine whether a child in foster care can receive benefits. The rules depend on the program: an application may ask for the child’s Social Security number (SSN), identity documents, or other information, and the agency handling the benefit decides what it will accept. Ask the child’s caseworker and the specific benefits office what is required. If the card is missing, the foster-care agency may be able to help the child apply for a replacement through the Social Security Administration (SSA).
First separate the card, the SSN, and eligibility
These are three different questions: Does the child have an SSN? Can the child produce the physical card? Does the child meet the rules for a particular benefit? A missing card answers only the second question. It does not establish that the child lacks an SSN, and it does not settle whether the child qualifies for SNAP, Supplemental Security Income (SSI), or another program.

Some applications may request an SSN or information to verify identity. The documents and procedures vary by program and may also depend on the state administering the benefit. The SSA examples below show why it is important to ask the office handling the application rather than assume the same document rules apply everywhere.

If the number is already recorded in the child’s case file, ask whether the program office can use or verify it without seeing the card. If the SSN itself is unknown, tell the caseworker and the benefits office; ask what information they need and whether the application can proceed while the number or card issue is addressed. Do not assume that a photocopy, a number from another record, or a particular identity document will satisfy every program.

What to do if the child’s card is missing
- Contact the foster-care caseworker. Ask whether the child’s SSN is already recorded in the case file, whether the agency has the card, and whether it can help with an original or replacement-card application. Share only the information the worker or relevant agency needs; an SSN is sensitive personal information.
- Ask the benefits office what it needs for this application. Identify the program and ask whether it requires the SSN itself, the physical card, or identity or eligibility documents. Ask what alternatives it accepts and how to submit them. Do not assume that documents accepted for one program will work for another.
- If a card is needed, use SSA’s application process. SSA explains that a child who is physically and mentally capable of completing an in-person interview or paper application may apply on their own behalf. A state or state-licensed agency with legal custody may be the proper applicant when no higher-priority applicant exists. The agency’s legal custody and the order of eligible applicants matter; foster placement alone does not establish that the agency can apply.
- Check the document requirements before applying. SSA may accept certain school, medical, religious, adoption, or state identification records as identity evidence, subject to its rules. SSA generally requires original documents or copies certified by the issuing agency. Confirm current requirements with SSA before sending documents.
- Keep the benefit application moving if possible. Ask the program office whether it can accept the application while the card issue is being resolved, or whether it can verify the information another way. The available process depends on the benefit and administering agency; do not treat an SSA card-application document list as a benefits checklist.
For a state or state-licensed agency to apply as the proper applicant, it must have legal custody and there must be no higher-priority applicant. SSA’s guidance says such an agency can start the online SSN-card application when it meets those conditions. That is different from saying any foster parent or caregiver can apply online for a child. If the child applies personally, SSA describes an in-person interview or paper application when the child is capable of completing it.
SSA says obtaining an SSN card for a foster child is “an important step that facilitates access to these benefits.” That describes why resolving the card issue can be useful; it does not mean the card is always a prerequisite for every benefit. SSA replacement cards are free, so there is no need to buy a product or pay a commercial service to request one.
What documents can establish a child’s identity for an SSA card?
When the issue is obtaining or replacing an SSN card, SSA distinguishes evidence of identity from evidence of age or citizenship. A birth certificate may establish age or citizenship, but SSA does not accept it as proof of identity. Possible identity records include a state-issued non-driver identification card, adoption decree, medical record, religious record, school or daycare record, or school ID, provided the record meets SSA requirements.

This distinction can prevent a frustrating delay: a document that proves one fact about the child may not prove another. Before submitting paperwork, check which requirement each document is meant to satisfy and whether SSA requires the original or a copy certified by the issuing agency. These rules concern an SSN-card application; they do not establish what a SNAP, SSI, or other benefits office will accept.
In particular, do not rely on the birth certificate alone for the identity portion of an SSA card application. It may still be relevant to age or citizenship, but SSA calls for identity evidence as a separate matter. Ask SSA which records qualify for the child’s circumstances and whether the record meets its requirements before mailing original documents.
How the answer differs by benefit
| Program or situation | What the available guidance says | What it does not establish |
|---|---|---|
| SNAP | SSA’s SNAP fact sheet lists several possible identity-verification documents, including a driver’s license, state ID, birth certificate, work or school ID, health insurance card, voter registration card, or proof of alien status. The SNAP office decides eligibility after an application. | This list is specific to the SNAP guidance. It does not establish that every state SNAP office accepts every listed item in every situation, or that another benefits program uses the same rules. |
| SSI | SSA says children receiving federal Title IV-E foster-care payments are not usually eligible for SSI when the foster-care payment exceeds the federal SSI benefit rate. An SSI application may be filed up to 180 days before leaving foster care, regardless of age. | The timing rule is not an eligibility guarantee. SSA determines an individual’s eligibility, and the stated foster-care payment interaction should not be applied automatically to other benefits. |
| Other benefits | Requirements depend on the program and its administering agency. Ask that office whether it needs an SSN, the physical card, or other evidence. | No general alternative-document list or uniform procedure for all state-administered benefits is established here. |
| Getting an SSN card | SSA describes circumstances in which the child may apply personally or a state or state-licensed agency with legal custody may be the proper applicant. | SSA’s applicant and identity-document rules are for the card application, not a universal test of eligibility for benefits. |
The comparison matters because the office deciding eligibility and the office handling an SSN-card application may be applying different rules. For SNAP, SSA’s fact sheet gives examples of identity-verification documents and the SNAP office makes the eligibility decision. For SSI, the key points here concern the interaction with certain Title IV-E payments and when an application may be filed. Neither example supplies a general rule for other benefits or proves that a child qualifies.

SSI and foster-care payments: understand the limited rule
SSI is a needs-based program, and the foster-care payment issue described by SSA concerns federal Title IV-E payments. SSA says children receiving those payments are not usually eligible when the payment exceeds the federal SSI benefit rate. That is not a blanket rule that every child in foster care is barred from SSI, nor does it decide eligibility for SNAP or another program.
For a youth approaching the end of foster-care eligibility, SSA says an SSI application can be filed up to 180 days before leaving care, regardless of age. The 180 days is an application-timing rule, not a promise that benefits will begin then or that the youth will qualify. Ask SSA about the child’s circumstances and coordinate with the caseworker so the application is considered at the appropriate time.
The timing provision can be important when a young person is preparing for a transition, but it should not be confused with the separate question of whether the youth meets SSI eligibility rules. If the child receives Title IV-E foster-care payments, ask SSA how the payment affects the individual situation; if the child is approaching the end of care, ask when filing is appropriate within the 180-day window.

Transition documents for young people leaving care
Federal foster-care law, Social Security Act section 475, includes transition-document provisions for covered youth leaving care. Under the statutory conditions, a young person must be provided a Social Security card if eligible to receive one, along with other documents. This provision is tied to the law’s coverage and conditions; it should not be read as a rule that every young person in every circumstance automatically receives a card.
If a youth is preparing to leave care and does not have a card, ask the caseworker how the transition-document requirement applies and what steps are needed to obtain one. A card may facilitate access to benefits, but possession of the card is not itself a determination of eligibility.

Questions to ask the caseworker and benefits office
- Does the child already have an SSN, and is the number recorded in the case file?
- Is the physical card missing, or is the SSN itself unknown?
- For this specific benefit, is the card required, or can the agency verify the SSN or identity another way?
- Which identity and eligibility documents will the program office accept for this child?
- Can the application be submitted while the card issue is being resolved?
- Can the state or state-licensed agency apply for the card based on its legal custody, or must another eligible applicant act first?
- If the child is receiving Title IV-E foster-care payments or nearing the end of care, how does that affect the particular program and application timing?
Write down the name of the office or worker you contacted and the instructions they gave, especially if you need to submit documents or follow up. If an application is delayed or denied because of missing paperwork, ask for the reason and the next step in writing when possible. Procedures and accepted alternatives can depend on the program and state, so a general answer cannot replace instructions from the office deciding the application.

Frequently Asked Questions
Does a foster child need the physical Social Security card to get benefits?
Not necessarily. A missing physical card does not by itself determine eligibility. The program may ask for the SSN or identity information, and its administering office decides what documents or verification it will accept. Ask that office about the specific application.
What if the child has an SSN but the card is missing?
Tell the caseworker and benefits office that the card is missing, and ask whether the office can verify or use the SSN without seeing the card. If a replacement card is needed, SSA handles the application, and replacement cards are free.
Can a foster-care agency apply for a child’s Social Security card?
A state or state-licensed agency may be the proper applicant if it has legal custody and no higher-priority applicant exists. SSA says a qualifying agency can start the online card application. A child capable of completing an in-person interview or paper application may apply on their own behalf.

No. SSA may use a birth certificate as evidence of age or citizenship, but it does not accept it as proof of identity. Examples of possible identity records include school, medical, religious, adoption, or state identification records that meet SSA’s requirements.
Can a child in foster care receive SSI?
It depends on the child’s circumstances. SSA says children receiving federal Title IV-E foster-care payments are not usually eligible when the payment exceeds the SSI federal benefit rate. An eligible youth may apply up to 180 days before leaving foster care, regardless of age; SSA determines individual eligibility.
The Bottom Line
A child may be able to receive benefits without having the physical Social Security card, but requirements depend on the program. Ask the caseworker whether the SSN is known, confirm document rules with the office deciding the application, and contact SSA if an original or replacement card is needed. Foster-care placement, a missing card, or a transition rule alone does not establish benefit eligibility.
