In a 2011 interview, Cadence strategy chief Charlie Huang described a China strategy built around two customer groups—local firms and multinational companies—and different ways of delivering design tools to each. That account is historical, not a description of Cadence’s current China operations. Later records add a significant qualification: in 2025, U.S. authorities documented export-control violations involving specific Cadence China transactions, while Cadence said it had settled investigations into certain China customer transactions and strengthened its compliance processes.
What strategy did Cadence describe for China?
Charlie Huang, then Cadence Design Systems’ senior vice president and chief strategy officer, discussed the company’s approach in an EE Times interview published April 6, 2011. He presented it as serving both Chinese companies and multinationals doing business in China, with delivery arrangements adapted to different customers.

Huang said the underlying design-tool requirements were mostly similar across countries. In his account, the regional adaptation was more about how customers accessed and managed the tools than routinely changing Cadence’s research and development for a particular market.
What did Huang identify as growth drivers?
Huang linked demand for design and verification tools to increasing complexity in both chips and the products built around them. He highlighted several pressures shaping semiconductor design at the time:

- More complex applications and tighter interdependence between hardware and software.
- Mobile products and the need to manage power consumption.
- Mixed-signal design, which combines analog and digital circuitry.
- Migration to new semiconductor process nodes.
- The need to find manufacturing problems throughout the design cycle, rather than waiting until late-stage production.
He framed Cadence’s broader ambition through EDA360, an application-driven approach spanning electronic design. Huang said the company aimed to help customers create, integrate and optimize chips, systems-on-chip and complete systems with lower cost and higher quality, with the goal of improving end-product profitability. He also described electronic design automation as an industry in which companies compete while cooperating to meet customer needs; these were Huang’s characterizations in the interview, not independent assessments of market structure.
What did the 2011 market figures show?
The interview reported a strong rebound in the semiconductor and EDA markets around 2010. The figures below are historical reporting and forecasts quoted in the April 2011 EE Times article; they should not be read as current market data.

The interview also said Cadence had opened a China office in 1992 and then had more than 350 technical support, sales and R&D staff in the country, serving more than 400 customers. Those are figures reported for the company at the time of the 2011 interview, not current headcount or customer totals.
What did U.S. authorities later say about China transactions?
A 2025 order from the U.S. Bureau of Industry and Security (BIS) describes specific export-control violations involving Cadence China and a customer account identified as Central South CAD Center (CSCC), which BIS says was an alias for the National University of Defense Technology (NUDT). The order says Cadence China continued sales and loans to CSCC until approximately September 2020, and describes 56 transactions from 2015 through 2020 totaling approximately $45,305,317.41.

The order also discusses later transfers involving Phytium and software downloads by listed parties, as well as a civil penalty and required internal audits. These findings concern the transactions and parties detailed in the order; they should not be generalized into a claim that all Cadence business in China involved those parties or conduct.
How did Cadence describe the settlement and its compliance response?
In prepared remarks for its second-quarter 2025 results, Cadence said it had entered a settlement with the U.S. Department of Justice and BIS that resolved previously disclosed investigations into certain China customer transactions from 2015 to 2021. The company said it had enhanced compliance processes and would continue making improvements in response to evolving trade restrictions.

Cadence CEO Anirudh Devgan said the company was “deeply committed to the highest standards of compliance” and had “significantly enhanced” its compliance processes while continuing to address evolving trade restrictions. That is the company’s statement; the BIS order provides the regulator’s separate account of the violations and transactions.

Huang’s interview remains useful for understanding how Cadence described its customer approach in 2011: one strategy for serving local companies and multinationals, with delivery tailored to customer needs. Its China staffing, customer totals and market forecasts are specific to that period. They do not establish the company’s current China footprint or operating model.

Cadence’s 2025 proxy statement describes a broader Intelligent System Design strategy and a portfolio spanning electronic design automation, semiconductor IP, and system design and analysis. That company-level description does not supply current China-specific headcount, revenue, customer numbers or detailed operating plans. As of October 2026, the available materials here establish the historical interview, the later regulatory record and Cadence’s stated compliance response—not a detailed account of how the company currently operates in China.
